<div>The successful candidate determines if policies, procedures and systems are in compliance with the relevant statutory and regulatory guidelines, providing reasonable assurance that risk management, control and governance systems are aligned, and functioning in a manner that promotes the attainment of the organizations objectives.</div><div><br></div><div> </div><div>The successful candidate will be responsible for planning and organizing the work of the Internal Audit Department. The work involves audits to assess the adequacy of management systems for controlling risks, administrative governance, budgetary and financial management and information communication technology (ICT) systems in accordance with the Institute of Internal Auditors (IIA) International Professional Practices Framework (IPPF). </div><div><br></div><div> </div>
Key and Critical Responsibilities
<ul><li>Preparing annual risk-based audit plan and resource estimate that are consistent with the organizations goals, and approved by the Board of Directors, Audit Committee and the Director.</li></ul><p><br></p><ul><li> Development and establishment of professional Internal Audit practices consistent with the Institute of Internal Auditors (IIA) International Professional Practices Framework (IPPF).</li></ul><p><br></p><ul><li> Establishment of policies for the Department and direction of its technical and administrative functions.</li></ul><p><br></p><ul><li> Plans, organizes and executes all internal audits to assess the adequacy of management systems for controlling risks, administrative governance, budgetary and financial management and information communication technology (ICT) systems.</li></ul><p><br></p><ul><li> Provision of leadership and direction to the audit team in the conduct of audit engagements in an economical manner via effective management of resources.</li></ul><p><br></p><ul><li> Assesses the performance of organizational units to ascertain whether defined objectives have been efficiently achieved and whether those policies have been adhered to.</li></ul><p><br></p><ul><li> Conducts special audit inspections and examinations as required.</li></ul><p><br></p><ul><li> Monitors whether internal and external recommendations, overdue corrective actions have been adequately addressed and periodically report to the Board of Directors, Audit Committee and the Director.</li></ul><p><br></p><ul><li> Supervises personnel directly or through subordinates, sits on interview panels to hire employees for the Department and trains employees, assigns and monitors work, evaluates personnel, and discipline employees as necessary.</li></ul><p><br></p><ul><li> Reviews, appraises and recommends improvement with respect to the soundness, adequacy, compliance and cost effectiveness of operational, financial and information management controls.</li></ul><p><br></p><ul><li> Leads the development of the Internal Audit Section.</li></ul><p><br></p><ul><li> Develops formal written reports to communicate audit results to management and make recommendations as appropriate.</li></ul><p><br></p><ul><li> Participates in identification and evaluation of risk areas and provides input towards the development of the audit plan.</li></ul><p><br></p><ul><li> Conducts and/or participates in special investigations as required.</li></ul><p><br></p><ul><li><span style="letter-spacing: 0.4px;">Interacts with external auditors as required.</span></li></ul><div><br></div><div><br></div><div><br></div><div> </div>
Key Competencies
<p>KNOWLEDGE: </p><p>Knowledge of the Financial and Legal Framework applicable to State Agencies </p><p>Extensive knowledge of the relevant laws, standards and compliance requirements. </p><p>Expertise in audit planning, execution, documentation, and reporting. </p><p>Knowledge of financial reporting and financial statement analysis. </p><p>Knowledge in Microsoft Office skills (Word, Excel, PowerPoint, Share Point) </p><p>Knowledge of reporting and working paper documentation standards </p><p>Knowledge of auditing standards and risk assessment </p><p>SKILLS AND ABILITIES </p><p>Strong verbal and report-writing skills to be able to communicate findings and recommendations to clients </p><p>Excellent communication skills to discuss observations and negotiate the acquisition of data for testing and reporting on internal controls </p><p>Ability to conduct research on regulatory guidance, current industry standards and trends, and new legislation and requirements. </p><p>Ability to work independently with clients and on project teams </p><p>Ability to meet strict reporting deadlines </p><p>Ability and willingness to support and develop strong performing teams by supervising and developing team members </p><p>Ability and willingness to communicate effectively (with team members and clients) professionally and timely. </p><p>Project and people management skills. </p><p>Ability to maintain confidentiality. </p><p>Ability to establish and maintain effective working relationships with fellow employees, and colleagues. </p><p>Excellent oral, written and interpersonal skills. </p><p><br></p><p>MINIMUM EXPERIENCE AND TRAINING: </p><ul><li> Degree in Accounting, Business Administration or ACCA qualification and/or The Institute of Internal Auditors (IIA) Certified Internal Auditor (CIA) and/or Certification in Risk Management Assurance (CRMA).</li></ul><p><br></p><ul><li> At least seven (7) year experience in the Auditing/Accounting field, four (4) of which must be at the managerial/supervisory level.</li></ul><p><br></p><ul><li>Public Sector experience will be considered an asset.</li></ul><div><br></div><p></p>
