Job Description
Plans and coordinates the overall financial plans, budgets, cost controls and accounting practices of the organization; analyzes and interprets financial data and makes recommendations to improve systems and financial performance.
Key and Critical Responsibilities
<ul><li> Monthly Board reports for the Board of Directors and the Ministry of Finance. </li><li> Annual financial statements for statutory audit and submission to the Minister of Finance. </li><li> Annual Estimates of Revenue and Expenditure (Budget). </li><li> Mid-year review the Annual Estimates of Revenue and Expenditure (Budget) for submission to the Ministry of Finance. </li><li> Income and expenditure statement and comparative data for the Board of Directors and the Ministry of Finance. </li><li> Monthly surplus and unclaimed payment of prizes to the Comptroller of Accounts. </li><li> Liaises with the Ministry of Finance, Central Bank, NLCBs Bankers, the Auditor General and the Boards Service Provider on financial and accounting matters. </li><li> Ensures that all Balance Sheet Accounts reconcile with the General Ledger and is up to date. </li><li> Ensures that the Surplus and unclaimed prizes of the Instant Money Game are submitted to the Sport and Culture Fund on a timely basis. </li><li> Ensures that staff within the Accounts Department is well trained and motivated to perform their functions. </li><li> Examines all payment instructions and documents before submission to the Chief Accountant for processing. </li><li> Authorizes the weekly sweeps from Agents bank accounts to the Boards current accounts. </li><li> Develops policies and procedures, relevant to financial matters, for the efficient functioning of the Accounts Department. </li><li> Manages and monitors the Brightstar Lottery reports and provide feedback to the Board of Directors. </li><li> Performs other related duties as required. </li><li><br></li></ul>

<p>KNOWLEDGE: </p><ul><li> Extensive knowledge of finance and financial accounting for the Public Sector. </li><li> Knowledge of Public Administration.</li></ul><div><br></div><div> </div><div>SKILLS AND&nbsp;<span style="letter-spacing: 0.4px;">ABILITIES</span></div><ul><li> Proficiency in the use of Microsoft Office Suite. </li><li> Skill in the use of personal computers. </li><li> Proficient with accounting software packages. </li><li> Ability to use the internet for research purposes. </li><li> Ability to problem solve and work independently in a changing and multi-tasking environment with numerous deadlines. </li><li> Ability to establish and maintain effective working relationships with internal/external partners. </li><li> Excellent oral, written and interpersonal skills.</li></ul><div><br></div><div> </div><div>MINIMUM EXPERIENCE AND TRAINING: </div><ul><li> Five (5) to seven (7) years accounting experience including three (3) years experience at a senior management level. </li><li> Training as evidenced by a professional designation in ACCA or equivalent qualification. </li><li> Experience with public sector accounting will be an asset. </li></ul><div><br></div><p></p>
