Job Description
To manage the general accounting function including income and expenditure, budgeting and asset management. This position reports to the President of the Institute.
Key and Critical Responsibilities
<ul><li>Provides accounting expertise to the strategic planning process</li><li>Directs the activities of the Accounting Unit including managing, training and supervising the staff therein.</li><li>Establishes and maintains accounting systems and procedures.</li><li>Oversees the preparation of monthly financial statements and other reports for submission to the President, Board of Governors, and Ministry with responsibility for the Institute.</li><li>Manages preparation of annual financial statements.</li><li>Manages the budgetary process including preparation of the Annual Draft Estimates</li><li>Ensures as far as possible that the organisations cash is managed with safeguards to protect against fraud and misuse.</li><li><span style="letter-spacing: 0.4px;">Ensures compliance with the International Accounting Standards as well as other relevant laws, regulations, standards and procedures.</span></li><li>Liaises with the President, Heads of Departments, Institutes Bankers, Auditor General, relevant Ministry officials and other stakeholders in the performance of duties.</li><li>Performs any other related duties as require</li></ul>
Key Competencies
<ul><li>Professional Accounting certification such as ACCA (Level III), CIMA or Bachelors Degree in Accounting and eight (8) years of relevant experience<ul></ul></li><li>Experience with public sector accounting will be an asset&nbsp;</li><li>Knowledge of tax regulations, VAT and reporting standards will be an asset</li><li>Strong leadership, managerial and team development capabilities</li><li>Extensive knowledge of the principles and practices of Accounting</li><li>Considerable knowledge of Governments financial regulations, policies, and accounting practices and procedures</li><li>Appreciation and understanding of International Accounting Standards</li><li>Strong problem solving and analytical skill</li><li>Effective communication and interpersonal skill</li><li>Ability to work collaboratively with local, regional and international agencies</li><li>High level of integrity</li><li>Advanced computer skills in MS Office (particularly MS Excel) and accounting software packages</li></ul>
