Job Description
The Procurement Assistant is responsible for planning, developing and buying materials, goods, supplies and equipment in a timely and cost-effective way while maintaining appropriate quality standards and specifications in accordance with Public Procurement and Disposal of Public Property Act and all other relevant regulations.
Key and Critical Responsibilities
Evaluates or assist in the evaluation of submissions i.e. quotations or proposals or tender against identified selection criteria towards the award of contracts or the purchase of goods and services.<div><br></div><div> Establishes, implements and maintains a contractor performance management system to assess indicators such as capability, quality and delivery.</div><div><br></div><div> Obtains, where applicable, the necessary approvals to incur expenditure for the purchase of supplies, equipment, materials, services and other related procurement transactions.</div><div><br></div><div> Provides information on the costs of supplies, equipment, materials and other services to be used in budget proposals.</div><div><br></div><div> Monitors the disposal of surplus or unserviceable items and maintains appropriate records.</div><div><br></div><div> Liaises with the contractors with respect to the tendering for the provision of supplies, equipment, materials and services; also to obtain information on prices and availability.</div><div><br></div><div> Liaises with user departments to ensure that their requisition needs are adequately represented.</div><div><br></div><div> Services of facilitates evaluation committee and attend meetings on procurement matters as required.</div><div> Prepares expressions of interest, request for quotations, letters of invitation, requests for proposals and tender documents in accordance with the Public Procurement and Disposal</div><div>of Public Property Legislation and Regulations; also, to issue letters of award to successful bidder and inform unsuccessful bidders accordingly.</div><div><br></div><div> Facilitates tender committee or attends meeting on procurement matter as required.</div><div> Prepares reports, correspondences and all other documents on procurement matters.</div><div> Approves or withholds approval of the contract awards of the recommended entity.</div><div> Performs related duties as required.</div><div><br></div><div><br></div>
Key Competencies
First degree in Social Sciences such as Business Administration, Project Management or related field or Bachelors of Law (LLB) from a recognized University; Or<div><br></div><div> Training as evidenced by the possession of a Chartered Institute of Purchasing and Supply (CIPS) Advanced Diploma in Purchasing and Supply or the Institute for Supply Management (ISM) Certified Professional in Supply Management;</div><div><br></div><div> Equivalent combination of education and experience.</div><div><br></div><div><br></div>
