Job Description
To lead the operations of the Pharmaceutical Department towards the effective procurement, storage, and distribution of pharmaceutical and non-pharmaceutical items on behalf of the Ministry of Health.
Key and Critical Responsibilities
<b>DUTIES AND RESPONSIBILITIES:</b><div><br></div><ul><li> Participate in NIPDECs strategic development and management meetings.&nbsp;</li><li><span style="letter-spacing: 0.4px;">Plan and implement the overall supply chain strategy</span></li><li> Provide management expertise to the department in alignment with Board approved policies and initiatives as they relate to the contractual arrangement with the Ministry of Health.</li><li> Provide effective leadership and guidance to the staff of the Pharmaceutical Department.</li><li><span style="letter-spacing: 0.4px;">Manage and enforce the contractual obligations as detailed in the contract between NIPDEC and the Ministry of Health for the pharmaceutical supply system.</span></li><li><span style="letter-spacing: 0.4px;">Liaise with key stakeholders (Ministry of Health, RHAs, Private Pharmacy Owners and Suppliers) to enhance the performance of the department.</span></li><li> Provide general management oversight in relation to the units operational performance.</li><li> Responsible for the successful execution of the annual tender for the procurement of Pharmaceutical and Non-Pharmaceutical Medical Supplies.</li><li><span style="letter-spacing: 0.4px;">Responsible for the overall management of the CDAP programme.</span></li><li><span style="letter-spacing: 0.4px;">Responsible for the preparation of the annual budget for the Department.</span></li><li><span style="letter-spacing: 0.4px;">Responsible for the departments annual reports and any other departmental reports as required by the General Manager or Board of Directors.</span></li><li>Perform any other related duties as necessary.</li></ul><p><br></p><p><b><u>Contract Management</u></b></p><ul><li><span style="letter-spacing: 0.4px;">Monitor government policies and plans in the area of public healthcare.</span></li><li><span style="letter-spacing: 0.4px;">Monitor technical development, locally and internationally, in the area of public healthcare.</span></li><li><span style="letter-spacing: 0.4px;">Identify potential projects for the Company in the area of healthcare and procurement of goods and services both locally and in the region.</span></li><li><span style="letter-spacing: 0.4px;">Undertake research and feasibility studies for potential projects for the Company and for external clients.</span></li><li><span style="letter-spacing: 0.4px;">Prepare project proposals for submission to the General Manager.</span></li><li> As part of the Management Team negotiate new projects with clients on behalf of the Company.</li><li>Assist in a review capacity in the implementation of projects and undertake project appraisals upon completion.</li></ul>

<b>Qualifications and Experience:</b><div><br></div><div><u>Minimum Requirements</u>:</div><div><br></div><ul><li> MBA or Post Graduate Degree in Procurement &amp; Supply Chain Management from a recognized university.</li><li>Possession of MCIPS certification will be considered an asset.</li><li>A minimum of ten (10) years experience in a management position.</li><li>Any equivalent combination of qualifications and experience.</li></ul><div><u><br></u></div><div><u>Special Skills and Knowledge:</u></div><div><br></div><ul><li> Considerable knowledge of Procurement &amp; Supply Chain Management principles and techniques.</li><li>Considerable knowledge of modern management techniques and practices.</li><li>Critical thinker and problem-solving skills</li><li>Considerable knowledge of research and analysis methodology and techniques.</li></ul><div> </div><ul><li><span style="letter-spacing: 0.4px;">Excellent interpersonal and communication skills.</span></li></ul><div> </div><ul><li><span style="letter-spacing: 0.4px;">Ability to lead a multi-disciplinary team.</span></li></ul><div> </div><ul><li><span style="letter-spacing: 0.4px;">Ability to plan, direct, coordinate and control complete functions or operations.</span></li></ul><div> </div><ul><li><span style="letter-spacing: 0.4px;">Ability to exercise mature judgment and discretion in assessing programmes, in making difficult job decisions and in interpreting policies and procedures.</span></li><li>Hands on experience with supply chain management software (such as SAP MM, AP Modules, SAP Plant Maintenance, etc.)</li></ul><div> </div><ul><li><span style="letter-spacing: 0.4px;">Full working knowledge of Microsoft Office software package.</span></li></ul><div><br></div><div><u>Performance Standards:</u></div><div><br></div><ul><li> Standards set in relation to the Departments business plan, strategic objectives and budgets.</li><li> NIPDECs policies and procedures.</li><li> Established professional standards, industry best practice and statutory requirements.</li></ul>
