Job Description
The incumbent is responsible for managing the full contract lifecycle for goods works and services in accordance with the Public Procurement and Disposal of Public Property Act, overseeing vendor agreements, lottery agents compliance and supplier contracts The incumbent ensures that procurement and contract administration activities are conducted with transparency, accountability, integrity fairness and value for money while minimizing risk and ensuring compliance with organizational policies and statutory requirements. 
Key and Critical Responsibilities
Manages the administration of contracts from award to completion.<div> Monitors contractor performance to ensure compliance with contractual obligations, timelines, specifications and service level agreements the network of authorized agents to ensure they adhere to their contractual agreements.</div><div> Reviews and approves contract documentation, variations, amendments and extensions where applicable.&nbsp;</div><div> Maintains contract registers and ensures proper record management systems are in place.</div><div> Assists in the preparation and implementation of the Annual Procurement Plan.</div><div> Participate in tender evaluation processes and provide recommendations for contract awards.</div><div> Identifies contractual and procurement risks and recommends mitigation measures.</div><div> Monitors supplier and contractor performance to reduce operational, financial and legal exposure.</div><div> Ensures ethical procurement practices and conflict of interest requirements are observed.</div><div> Liaise with internal departments, contractors, consultants, suppliers and regulatory bodies.</div><div> Prepares procurement and contract management reports for management and the Board.</div><div> Assists in developing and reviewing procurement policies, procedures and standard operating guidelines.</div><div> Performs other related functions as assigned.</div>

<p><b>KNOWLEDGE:</b></p><p> Sound knowledge of the Public Procurement and Disposal of Public Property Act, 2015.&nbsp;</p><p> Knowledge of OPR Handbooks, Guidelines and Regulations.</p><p> Strong understanding of contract law and contract administration principles</p><p> Knowledge of tendering processes, procurement planning and supplier management.</p><p> Applied/Working knowledge of the laws of Trinidad and Tobago.</p><p> Applied/Working knowledge of Public Service.&nbsp;</p><p><b>SKILLS AND&nbsp;<span style="letter-spacing: 0.4px;">ABILITIES:</span></b></p><p><span style="letter-spacing: 0.4px;"> Excellent negotiation, analytical, conflict resolution and report writing skills.</span></p><p><span style="letter-spacing: 0.4px;"> Ability to interpret contractual clauses and legal documents.</span></p><p><span style="letter-spacing: 0.4px;"> Proficiency in Microsoft Office Suite and procurement management systems.</span></p><p><span style="letter-spacing: 0.4px;"> High level of integrity and attention to detail.</span></p><p><span style="letter-spacing: 0.4px;"> Substantial/In-depth report writing skills.</span></p><p><span style="letter-spacing: 0.4px;"> Excellent command of written and verbal communication for drafting binding agreements.</span></p><p><span style="letter-spacing: 0.4px;"> Strong interpersonal, written and oral communication and problem-solving skills.</span></p><p><span style="letter-spacing: 0.4px;"> Substantial/In-depth ability to work collaboratively and independently.</span></p><p><span style="letter-spacing: 0.4px;"> Applied/Working ability to work in a multi-disciplinary setting to achieve consensus.&nbsp;</span></p><p><span style="letter-spacing: 0.4px;"><b>MINIMUM EXPERIENCE AND TRAINING:</b></span></p><p><span style="letter-spacing: 0.4px;"> Minimum of five (5) years of progressive experience in contract administration, procurement, or legal compliance ideally within the public sector or a large state enterprise in Trinidad and Tobago.&nbsp;&nbsp;</span></p><p><span style="letter-spacing: 0.4px;"> Training as evidenced by a Bachelors Degree in Law, Business Administration, Supply Chain Management, or a related field from a recognized institution.</span></p><p><span style="letter-spacing: 0.4px;"> Supervisory or management experience is an asset.</span></p><p><br></p>
