Job Description
<p><b>JOB SUMMARY</b></p><p>The Contracts Officer will be responsible for managing services for ongoing business effectiveness and operations, through the utilization of the Tenders and Contracts management process, in compliance with the Public Procurement and Disposal of Public Property Act 2015, Regulations, Handbooks, Guidelines, and the Companys policies and procedures.&nbsp;&nbsp;</p>
Key and Critical Responsibilities
<ul><li>Ensure that Contracts management at NQCL is compliant with the Tenders and Contracts process and the General Guidelines Management and Monitoring of Procurement Contracts</li><li> Execute Agreements and Contract variations</li><li> Ensure Contractor registration and management</li><li> Develop evaluation criteria and mechanisms for evaluating Contractors performance</li><li> Network with customers and suppliers to form beneficial relationships for the Company</li><li> Implement strategies to develop the capabilities of suppliers of services</li><li> Conduct ongoing research into Contract Management and keep abreast of developments in the field of Supply Chain Management</li><li> Review, evaluate and recommend changes to policies, procedures, and practices related to the procurement and management of services</li><li> Provide technical and business guidance to internal stakeholders and customers</li><li> Implement change management strategies</li><li> Conduct departmental budget monitoring and control utilization</li><li> Implement the approved changes in policies, procedures and guidelines</li><li> Ensure that the budget is optimized to meet fiscal targets</li><li> Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the procurement process</li></ul><div><br></div><div><br></div>
Key Competencies
<div><b>MINIMUM QUALIFICATIONS AND EXPERIENCE</b></div><div> A Bachelors degree in Law or a Bachelor degree in Procurement and Supply Chain Management</div><div> Institute of Procurement and Supply Level 5&nbsp;</div><div> Proficient in Contract Law</div><div><br></div><div><b>REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES</b></div><div> Sound knowledge of domestic and international sources of supply of goods and services.</div><div> Good analytical skill.</div><div> Good organizational skills.</div><div> Excellent interpersonal, verbal, and written communication skills.</div><div> Ability to multitask.</div><div><br></div>
