Job Description
<p>The incumbent is responsible for the conducting of research and policy analysis within the Air Sector and providing recommendations to support strategic planning. They also coordinate with the relevant agencies and stakeholders to facilitate the development and implementation of air sector policies and plans.&nbsp;</p>
Key and Critical Responsibilities
<p>Maintains effective communication and close working relationships with relevant agencies and stakeholders within the air transport sector to support the development and implementation of sector plans, policies, and initiatives.</p><div>Conducts socio-economic research and analysis and formulates policy proposals relevant to the air transport sector.</div><div><br></div><div>Monitors the implementation of sector work plans, identifies potential challenges and bottlenecks, and provides appropriate advice and recommendations to facilitate timely implementation.</div><div><br></div><div>Conducts sectoral analyses of policies, strategies, and initiatives originating outside the sector and assesses their potential impact on the air transport sector.</div><div><br></div><div>Provides technical and strategic input into the planning and development of initiatives and programmes for the sector.</div><div><br></div><div>Prepares Cabinet Notes, reports, briefs, and other policy documents on matters and issues relevant to the air transport sector.</div><div><br></div><div>Develops and maintains effective channels of communication and collaboration between the Ministry and agencies and stakeholders within the sector.</div><div><br></div><div>Represents the Ministry at local, regional, and international meetings, conferences, consultations, and other forums relating to the air transport sector.</div><div><br></div><div>Coordinates and manages the Ministrys CARICOM, Association of Caribbean States (ACS), and International Civil Aviation Organization (ICAO) portfolios as they relate to the air transport sector.</div><div><br></div><div>Chairs and/or participates in technical teams, working groups, committees, and other established bodies responsible for the development, review, and implementation of sector policies and initiatives.</div><div><br></div><div>Provides technical advice and recommendations on general policy, operational, and strategic matters relating to the air transport sector.</div><div><br></div><div>Performs any other duties and undertakes related assignments as may be directed by the Permanent Secretary.</div><div><br></div><div>Improve accuracy for writing and career work</div>
Key Competencies
Understanding of the International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs).<div> Solid familiarity with the Trinidad and Tobago Civil Aviation Act and local Civil Aviation Regulations (TTCARs).</div><div> Comprehensive alignment with the strategic infrastructure, transport, and economic development goals outlined by the Ministry of Transport and Civil Aviation.</div><div> Understanding of airline business models, airport operational economics, market forecasting, and regional air transit connectivity challenges.</div><div> Mastery of public sector procurement protocols, public-private partnership (PPP) structures, and large-scale infrastructure monitoring frameworks.</div><div> Proven capability in monitoring sector performance, drafting ministerial briefs, and evaluating national air transportation policies.</div><div><br></div><div> Reading and applying complex regulations like the International Civil Aviation Organization (ICAO) standards and local Trinidad and Tobago Civil Aviation Regulations (TTCARs)</div><div> Drafting executive briefs, ministerial statements, and Cabinet notes on emerging aviation trends and air safety policies.</div><div> Assessing the economic and physical viability of major capital transport projects, specifically airport renovations and infrastructure enhancements.</div><div> Gathering and analyzing air traffic metrics, airline passenger numbers, route profitability indicators, and fuel use charts.</div><div> Producing thoroughly documented project evaluations, investigative reviews, and performance summaries free of structural errors.</div><div> Liaising smoothly between distinct bodies like the Trinidad and Tobago Civil Aviation Authority (TTCAA), the Airports Authority of Trinidad and Tobago (AATT), and commercial airlines.</div><div><br></div><div>Minimum Training and Experience</div><div>Bachelor's degree in economics, aviation management, project management from a recognized institution.&nbsp;&nbsp;</div><div>Master's degree in aerospace, aviation or project management discipline will be an asset.&nbsp;</div><div>Five (5) to Eight (8) years of progressive, professional experience working within the aviation sector, air infrastructure management or transport policy design.&nbsp;</div><div>Experience working with state transport agencies, international civil aviation bodies or commercial airline operations.</div><div><br></div><div><br></div>
