Job Description
The Human Resource Officer is responsible for providing support in the various human resource management functions which includes Industrial Relations and Compensation Administration. This is a supervisory position. 
Key and Critical Responsibilities
<ul><li> Provide support to supervisors and staff to develop the skills and capabilities of staff.</li><li> Process the monthly payroll for non-unionised staff.</li><li> Review the monthly payroll for unionized staff.</li><li> Advise on pay and other remuneration issues, including promotion and benefits</li><li> Provide Industrial relations advice, guidance and support to management and staff</li><li> Assist Managers, Supervisors and staff with the interpretation of Human Resource Policy Memorandum of Agreement and Industrial Labour Laws and ensure compliance</li><li> Provide assistance in developing human resource plans</li><li> Provide advice and recommendations on disciplinary actions.</li><li> Provide information and assistance to staff and supervisors on human resource</li><li> and work-related issues.</li><li> Assist in maintaining favorable relations among employees.</li><li> Administer employee benefit programmes, such as pension, group health plan national insurance claims, workmens compensation etc.</li><li> Assist in development of company bargaining proposals for employee benefits and analyzes union benefit demands. Obtain and prepare cost data for company and union proposals and final settlement.</li><li> Assist with preparation of job descriptions.&nbsp;</li><li> Seek incentive programmes that encourage excellent performance and increase retention rates.</li><li> Conduct Industrial relations research or the resolution of industrial relations issues.</li><li> Attend conciliation meetings at the Ministry of Labour and Industrial Court taking direction on behalf of the company.</li><li> Liaise with recognize majority union to organize and plan meetings.</li><li> Chair monthly Non-Crisis Meetings with the Recognized Majority Union</li><li> Promote workplace safety.</li><li> Performs other related duties as assigned by the Human Resource Manager.</li><li><br></li></ul>
Key Competencies
<p><b>Key Qualifications, Experience, Skills and Abilities:</b></p><ul><li> A Bachelor's degree Human Resource Management, Business Administration or any other Social Science</li><li> Certificate in Industrial Relations</li><li> At least three years working in a human resource environment with supervisor responsibilities.</li><li> Knowledge of policies, systems and techniques in the discipline of human resource</li><li> Knowledge and understanding of principles, practices and laws that govern the conduct of industrial relation</li><li> Excellent interpersonal skills, verbal and written communication skills</li><li> Ability to deal effectively with a variety of people and situations.</li><li> Good organizational skills</li><li> Ability to work under demanding conditions</li><li> Courteous, tactful, diplomatic and highly confidential disposition</li></ul>
