Job Description
<span style="line-height: 107%;">The incumbent would provide coordinating support to managers for the implementation of corporate policies and systems in knowledge management, human resources, general administration, finance and governance. The incumbent will be required to lead and champion the implementation of, and/or develop systems to digitalise business support processes in the corporate services functions to improve operational efficiencies inclusive of developing the accompanying policy framework to support same.</span>
Key and Critical Responsibilities
<ol><li>Directs, coordinates, and controls the business support activities and staff responsible for knowledge management, human resources, general administration, finance ensuring alignment of day-to-day operations to long term vision and goals.</li><li>Formulates and implements policies and systems for the business support services function.&nbsp;</li><li>Develops and implements change management activities to facilitate the above.&nbsp;</li><li>Liaises and co-ordinates with relevant stakeholders in the preparation of Financial Estimates which involve submitting projections for the intended expenditure quarterly during the financial year.</li><li>Reviews availability of funds; seeks and obtains quotations in accordance with the stipulations of the Financial Regulations for the purchase of goods and services that are not available from bonded contractors.</li><li>Prepares relevant documents to invite tenders according to procedures mandated by the Financial and Procurement Regulations of the Public Service.&nbsp;</li><li>Prepares justification for purchase of goods and services and make requests for approval to incur expenditure for same.</li><li>Develops and monitors key performance metrics for operations, programmes and initiatives.</li><li>Stays abreast of, and reviews such internal business intelligence such as quality, timeliness, service orientation and other characteristics of current and planned programs, to assess internal strengths and weaknesses in terms of current/future business strategies and to provide a holistic and systems-based perspective on strategic issues.</li><li>Identifies opportunities for the automation or digitalisation of internal processes that do not run ultra vires to established laws and regulations.</li><li>Manages major internal transformation projects requiring senior management level knowledge, skills and abilities.&nbsp;</li><li>Coaches teams to develop plans that enable continuous improvement and initiate and champion change to develop an organizational mind-set that drives process improvement, ownership and accountability.</li><li>Coaches/Advises and works with key staff throughout the Ministry to facilitate development of unit-and function-specific strategies for achieving unit- and function-specific business initiatives that are purpose driven, performance oriented and consistent with missions and values and generally accepted management principles, including those of the public sector.&nbsp; &nbsp;</li><li>Performs other related work as required.&nbsp;&nbsp;</li></ol><div><br></div>
