Job Description
<div style="text-align: justify; ">The Policy and Research Analyst will provide assistance/support to the Policy and Research Specialist with&nbsp;<span style="letter-spacing: 0.4px;">conducting research, collecting, collating, and analysing data. This position would also be responsible for&nbsp;</span><span style="letter-spacing: 0.4px;">identifying relevant clients/stakeholders; and collaborating with relevant agencies regarding the&nbsp;</span><span style="letter-spacing: 0.4px;">formulation of policies to support the achievement of the Division's mandates.</span></div>
Key and Critical Responsibilities
<ul><li style="text-align: justify; ">Assists in the establishment of a framework for policy formulation, implementation and review.</li><li style="text-align: justify; ">Assists in the development of policies in keeping with the mandate of the Division.</li><li style="text-align: justify; ">Conducts research for the development of policies, strategies, and guidelines.</li><li style="text-align: justify; ">Identifies relevant published and un-published sources of information relevant to the Division.</li><li style="text-align: justify; ">Collects and compiles data on social, economic, and any other issues, that will shape the Division's strategic policy direction.</li><li style="text-align: justify; ">Analyses and evaluates data and presents findings in useful formats.</li><li style="text-align: justify; ">Liaises with various stakeholders/clients to gather data to assist in the formulation, monitoring, and evaluation of policies, procedures and action plans.</li><li style="text-align: justify; ">Assists in the formulation and development of policy evaluation criterion.</li><li style="text-align: justify; ">Assists with monitoring and evaluating the status of the implementation of policies, strategies and guidelines.</li><li style="text-align: justify; ">Contributes towards the development of feedback mechanisms and monitoring implemented policies, strategies and guidelines.</li><li style="text-align: justify; ">Assists with the development of stakeholder engagement mechanisms.</li><li style="text-align: justify; ">Aids in the coordination of and conducting stakeholder engagement activities.</li><li style="text-align: justify; ">Develops and maintains a database of policies, strategies and guidelines.</li><li style="text-align: justify; ">Develops and maintains a database of relevant interest groups, stakeholders and individuals who will be affected by the policy agenda of the PRESD.</li><li style="text-align: justify; ">Disseminates information on policies to relevant stakeholders.</li><li style="text-align: justify; ">Assists with the preparation of policy briefs to support the revision of legislation that are relevant to the core business of the Division.</li><li style="text-align: justify; ">Scans the property and real estate industry and identifies trends, and opportunities for the Division and utilises these opportunities for practical policy initiatives.</li><li style="text-align: justify; ">Assists in the provision of guidance and direction on policy formulation to internal clients.</li><li style="text-align: justify; ">Represents the PRESD at meetings, and conferences.</li><li style="text-align: justify; ">Performs any other related duties.</li></ul>
Key Competency
<p><b><u>Knowledge:</u></b></p><ul><li>Knowledge and experience in research methodologies, policy formulation, implementation, and monitoring in the Public Sector.</li><li>Knowledge of the principles, techniques and methodologies of social science research.</li><li>Knowledge of the principles and practices of public policy planning and public management.</li><li>Knowledge of the Public Service Regulations, Civil Service Regulations and Financial Regulations.</li><li>Knowledge of the organisational structures and systems of the Public Service.</li><li>Knowledge of the techniques of strategic planning and project management.</li><li>Knowledge of relevant computer applications.</li><li>Knowledge of IT/IS and knowledge management theory and strategies.</li></ul><p><br></p><p><b><u>Skills and Abilities:</u></b></p><ul><li>Proficiency in the use of Microsoft Office Suite.</li><li>Skill in the use of personal computers.</li><li>Ability to use e-Government technology platforms.</li><li>Ability to use the internet for research purposes.</li><li>Ability to analyse and evaluate data and trends in the property and real estate field.</li><li>Ability to solve problems and make decisions within approved policy frameworks.</li><li>Ability to communicate effectively both orally and in writing.</li><li>Ability to prepare comprehensive reports and policy briefs.</li><li>Ability to observe and maintain confidentiality.</li><li>Ability to establish and maintain effective working relationships with associates, other public service employees, and stakeholders within the property and real estate profession.</li></ul><p><br></p><p><b><u>Minimum Experience and Training:</u></b></p><ul><li>Minimum of two (2) years experience in policy development, implementation, monitoring and evaluation.</li><li>Training as evidenced by the possession of a recognized University Degree in Public Administration, Management, Social Sciences, or any related field.</li><li>Any combination of qualification and experience.</li></ul>
