Job Description
The Planning, Research and Policy Support Officer will be required to provide specialized technical assistance to the Penal/Debe Regional Corporation in areas of planning, research and policy development. This role enhances the institutional capacity, strengthens service delivery and support effective implementation of priority initiatives under the Corporations mandate. The officer is expected to exercise initiative and independent judgment within their field of specialization. Guidance and specific assignments will be provided by a professional superior, who will review the officers work for efficiency and effectiveness through reports and discussions.
Key and Critical Responsibilities
<ul><li><span style="letter-spacing: 0.4px;">Conduct targeted research to generate evidence-based insights that inform planning and policy initiatives within the Corporations remit.</span></li><li>Provide planning support to guide the process of monetizing of key services offered by the Corporation, ensuring financial sustainability and operational efficiency. </li><li> Develop proposals on a continuous basis to support the design and execution of strategic project identified by the Corporation. </li><li> Prepare detailed action plans to facilitate the rollout of priority initiatives and ensure timely delivery of outcomes. </li><li> Draft policies aimed at strengthening and modernizing key services under the Corporations jurisdiction. </li><li> Assist in the preparation of draft estimates to support effective resource allocation and budgeting. </li><li> Provide ongoing technical advice on research, planning and policy matters to the Corporations leadership and staff as required. </li><li> Produce technical reports that capture findings, recommendations and progress updates. </li><li> Attend meetings, workshops and conferences assigned by the Chief Executive Officer. </li><li> Provide technical input into the formulation of a comprehensive Strategic Plan for the Corporation. </li><li> Design and deliver sensitization sessions to raise awareness and build capacity in areas aligned with the Corporations responsibilities. </li><li> Compile information , research and follow up with Head Office. </li><li> Undertake additional assignments relevant to the Corporations mandate, as directed by the Chief Executive Officer.</li></ul><p></p>
Key Competencies
<ul><li>Strong knowledge of principles, techniques and methodologies in social sciences.</li><li>Proficiency in planning and research methods, including the use of relevant tools and sources of research materials. </li><li> Ability to collect, collate and analyze data from diverse sources using statistical software and other analytical tools. </li><li> Skilled in digesting, analyzing and critiquing technical papers, policies and official documents. </li><li> Competence in preparing clear, concise and well-structured reports, briefs, cabinet notes, speeches and meeting summaries. </li><li> Ability to design and deliver effective presentations using PowerPoint or other relevant software. </li><li> Strong problem-solving skills with the ability to recommend practical and innovative solutions. </li><li> Excellent communication skills, both oral and written, with the ability to express ideas clearly and persuasively. </li><li> Capacity to develop creative strategies to achieve organizational objectives.</li></ul><p></p>
