Job Description
The Human Resource Compliance Specialist will be required to conduct thorough reviews of the Collective Agreement and all regulations, policies, and instruments that inform and govern casual employment within the Penal/Debe Regional Corporation. The incumbent is expected to provide periodic progress reports to Council and Administration to ensure transparency and accountability throughout the review process. Additionally, comprehensive final reports detailing findings, including the identification of gaps, breaches, and inconsistencies, must be prepared. These reports should identify clear solutions and recommendations for the reform and standardization of casual employment aligned with the Collective Agreement, best practices and good industrial relations practices to be presented to Administration and Council for consideration, adoption and implementation.
Key and Critical Responsibilities
<ul><li>Collect and examine by identifying gaps and breaches of all relevant documents including; collective agreements, memoranda and circulars, employment registers, employment audits seniority listings and merit lists to compare against existing frameworks.</li><li>Engages staff and other key representatives to obtain documents relevant to the understanding of the employment practices and perceived challenges along with suggested improvements to ensure compliance with law policy and collective agreement.</li></ul><ul><li>To assess the alignment of current practices with national labor laws, regulations and policy documents and identify areas of non-compliance and potential legal risks. </li><li> Provide interim reports containing review status, key findings and emerging issues within agreed timelines.</li></ul><ul><li> Compile a comprehensive report with the findings from document reviews and consultations, identified gaps, breaches and risks together with recommendations for reform and standardization inclusive of an implementation roadmap with timelines and resource requirements.</li><li> Presents the final report and facilitates discussion and decision making on adaptation of recommendations to both Council and Administration.</li></ul><p></p>
Key Competencies
<ul><li>Demonstrates experience in policy analysis and compliance audit exercises.</li><li>Proven track record of preparing comprehensive reports and recommendations for senior management or governing bodies.</li></ul><ul><li>Experience working with collective agreements, employment registers and merit/seniority systems within the public service.</li></ul><ul><li>Strong knowledge of labor laws, employment regulations and collective agreements.</li></ul><ul><li>Ability to conduct document reviews, compliance checks and stakeholder consultations.</li></ul><ul><li>Skilled in data analysis and report writing with the capacity to identify gaps and propose actionable reforms.</li></ul><div> </div><ul><li> Proficiency in Microsoft Office Suite for documentation and presentations. </li><li> Ability to operate in a fast-paced, performance driven environment.</li></ul><p></p>
