Job Description
<p>The General Manager Quality and Risk Management is responsible for the strategic health quality/risk management objectives for the South-West Regional Health Authority. She/he provides expertise, advice and leadership to direct the implementation of the Authoritys region-wide quality and risk management programme which ensures that the Authority continuously improves its performance in delivering services. This includes the provision of an effective and proactive performance review and assurance functions aligned to regulatory standards adopted by the SWRHA.</p><p> </p><div>The General Manager Quality and Risk Management supports the Authoritys vision, mission, values and strategic goals through the implementation and application of risk control techniques and initiatives to enhance quality outcomes. Specifically, to assist-senior management to ensure that all areas of the Authority understands, own and are accountable for institutionalizing quality/risk management systems within management, operational, clinical and non-clinical processes. </div><div><br></div><p></p>
Key and Critical Responsibilities
<p>Demonstrates effective and inspiring leadership to ensure that the Quality Department is highly effective and efficient to impact on the SWRHAs success.</p><p> </p><div>Develops and implements strategic quality and risk management policies and plan congruent with the SWRHAs strategic plan and business plan.</div><div><br></div><div> </div><div>&nbsp;Leads the development of Quality Improvement (QI) targets and indicators for approval of the Board and inclusion in the RHA Annual Fiscal Plan utilizing outputs of audits, surveys, reviews and client feedback.</div><div><br></div><div> </div><div>Provides leadership and advice in the implementation of a quality and enterprise risk management programme and the provision of an effective and proactive quality audit function.</div><div><br></div><div> </div><div>Provides quality management training and development initiatives, to be delivered by self and others, to assist in raising the awareness of control, compliance and quality risk management standards. This training is designed to assist staff to take ownership for the management of quality and risk and controls relevant to their spheres of responsibility.</div><div><br></div><div> </div><div>Monitors and reports on all adverse events that are consistent with the Ministry of Health Adverse Events Policy and Guidelines.</div><div> </div><div><br></div><div>Collaborates with Heads of Departments to ensure quality improvement and risk management policies and procedures are incorporated in existing systems and processes (activities).</div><div> </div><div><br></div><div>Leads the internal quality audit function throughout the region to ensure that quality audits are fully utilized to identify and report on compliance status, effectiveness, reliability, efficiency and safeguarding effectiveness of the SWRHAs policies, procedures, controls and processes with relevant legislation and standards.</div><div><br></div><div> </div><div>Provides information and quality management reports to the Chief Executive Officer, Board of Directors and other appropriate executive committees which can be utilized to assess the performance of the departments/services, the achievement of the agreed strategies and support the long term management decisions.</div><div><br></div><div> </div><div>Collaborates with Heads of Department and the Human Resources Department, in identifying the training and developmental priorities to ensure that staff are adequately skilled to meet the present and future requirements of the SWRHA.</div><div><br></div><div> </div><div>Develops, implements and maintains a monitoring system that ensures consistent quality customer service within the regulatory framework including best practice customer service policies and procedures.</div><div><br></div><div> </div><div>Collaborates with the Microbiologist in respect of risk management functions as they relate to infection prevention and control.</div><div><br></div><div>Prepares monthly/quarterly reports on the QIP for the Management Executive and Board as well as the Ministry of Health.</div><div><br></div><div> </div><div>Collaborates with the Policy Planning and Research Departments in the conduct of its monitoring, review and surveillance functions including performance reviews of systems and services.</div><div><br></div><div> </div><div>Performs related duties as assigned. </div><div><br></div><div> </div><p></p>
Key Competencies
<p>Postgraduate Degree in Management, Quality Management or other related field.</p><p> </p><div>A health professional qualification.</div><div><br></div><div> </div><div>Certification in Quality Management or Quality Auditing from a recognized Programme.</div><div><br></div><div> </div><div>Training in Infection Prevention &amp; Control would be an asset.</div><div><br></div><div> </div><div>Training in Health Research Methods would be an asset.</div><div><br></div><div> </div><div>At least ten (10) years experience in the field of health quality, of which five (5) years must be in a senior management position.</div><div><br></div><div> </div><div>Membership in a recognized association/body for Quality Professional will be an asset. </div><div><br></div><p></p>
