Job Description
The Internal Auditor is responsible for reviewing the operations of the Authority to ensure that performance systems are in accordance with approved policies and regulations. Responsibilities will include the conduct of internal audits and reviews to assess the effectiveness of operational and financial controls and systems, business processes, risk management systems and governance processes with a view to maintenance of their effectiveness.<div><br></div><div>The work should be performed with considerable initiative and independent judgement in consultation with other General, Senior and Middle Managers, clinical directors, primary care directors, nursing and service managers to provide assurance of compliance with policy and reduction of risk of fraud.</div><div><br></div>
Key and Critical Responsibilities
<p>Prepares and implements a risk-based Internal Audit Plan for the Authority on an annual basis using appropriate methodology including any special tasks or projects requested by Board, management and the audit committee.</p><p>Leads the activities of the department to ensure that all work is performed independently with due diligence and timelines, with adequate support for appropriate findings to meet the requirements of the charter.</p><p>Submits periodic reports to the Audit Committee and management summarizing results of audit activities.</p><p>Performs/assists in the investigation of significant activities within the organization.</p><p>Prepares and submits Internal Audit reports in accordance with audit plans to the Board and relevant managers on a monthly basis highlighting significant engagement observations and recommendations and significant deviations from planned audit schedules.</p><p>Develops and reviews policies and procedures for the Internal Audit activity in compliance with the Definition of Internal Auditing standards and Code of Ethics.</p><p>Conducts operational, economy, efficiency, performance, financial and compliance audits to ensure that policies and systems of control are robust and make recommendations for the improvement of the organization.</p><p>Ensures the Authoritys assets and interests are accounted for and safeguarded from loss of any kind arising from fraud and other offences; waste, extravagant or inefficient administration and poor value for money or other causes.</p><p>Adopts a consultative role, including the solicit of management responses to Audit reports to ensure that the required solutions are implemented to enhanced efficiency and effectiveness of systems.</p><p>Designs, monitors and maintains audit programmes and working schedules for the recording, control and storage of evidence against audit requirements.</p><p>Attends Audit Committee and Management Team Meetings of the Authority.</p><p>Refers requests for Audits to the Audit Committee of the Board for approval.</p><p><br></p>
Key Competencies
<p>ACCA or its equivalent from a recognised institution&nbsp;</p><p>CIA (Certified Internal Auditor) certification will be an asset.</p><p>Certified Information Systems Auditor (CISA) will be an asset.</p><p>Certified Fraud Examiner (CFE)/Certified in Financial Forensics (CFF) will be an asset.</p><p>A minimum of eight (8) years experience in the field, of which five (5) must be at a supervisory/managerial level.</p><p>Registration with the recognised professional body will be an asset.</p><p><br></p>
