Job Description
<p>The General Manager, Supply Chain is accountable and responsible for Leading the Strategic direction for Supply Chain Management within the Authority while supporting the achievement of the SWRHAs strategic mandate.</p><p>The General Manager, Supply Chain will provide leadership and guidance to the Supply Chain Team and add value to all stakeholders by enabling them to make informed decisions through the provision of timely and accurate information and to apply sound principles of supply chain management.</p><p>He/She will be responsible for planning, developing, optimizing, organizing, directing, managing and evaluating the operations of the Warehousing, Distribution, Inventory Management Contracts, and disposal function in keeping with the Public Procurement Legislation and make recommendations for improvements in the performance of the functions.&nbsp;</p><p><br></p><div> </div><p></p>
Key and Critical Responsibilities
<div><b>STRATEGIC:</b></div><div>Participate in the development of the Authoritys Corporate Strategies and Plan.</div><div><br></div><div>Develop and implement policies and procedures for Supply Chain Management in accordance with legislation, regulations and prescribed guidelines.</div><div><br></div><div>Establish and monitor the use of an effective internal procurement, inventory management and disposal control system.&nbsp;</div><div><br></div><div>Lead on complex negotiations across multiple projects and programmes and strategically important negotiations.&nbsp;</div><div><br></div><div>Formulate strategic approaches to meet the procurement needs of the public body.&nbsp;</div><div><br></div><div>Collect the necessary information to undertake a market analysis using an appropriate market analysis tool and formulates and implements strategic tactics based on the market analysis in conjunction with the Procurement team.</div><div><br></div><div>Oversee the relevant functions to facilitate efficient and effective inventory management, while ensuring proper control and accounting for stores and stocks within their control where applicable.&nbsp;</div><div><br></div><div>Evaluate the Department performance and implement strategic methods for improvement.&nbsp;</div><div><br></div><div>Keep up to date with developments in markets, and other businesses so as to drive appropriate improvement methodologies.&nbsp;</div><div><br></div><div><b>ADMINISTRATIVE:</b></div><div>Oversee the reviews and signs off on evaluation and negotiation reports for all procurement processes and documentation for submission to the relevant Committees.</div><div><br></div><div>Oversee the development of internal handbooks and guidelines for asset disposal and seeks opportunities for continuous improvement.&nbsp;</div><div><br></div><div>Oversee standardized forms for use by the public body based on minimum established requirements.&nbsp;</div><div><br></div><div>Monitors compliance with approved standardized forms and sensitizes and trains stakeholders in the use of standardized forms.</div><div><br></div><div>Train and develops personnel under his/her direct supervision.</div><div><br></div><div>Conduct performance appraisals for staff under his/her supervision and defines training requirements to address deficiencies as identified by gap analysis.&nbsp;</div><div><br></div><div>Perform duties as the Named Procurement Officer of the Authority.</div><div><br></div><div> </div>
Key Competencies
<div>Master of Science in Supply Chain or Procurement Logistics.</div><div><br></div><div>Bachelors Degree in Purchasing, Supply Chain Management or Logistics OR</div><div><br></div><div>Professional certification in procurement from an industry recognized institution (CIPS Level 6)</div><div><br></div><div>At least ten (10) years relevant experience in a related field, of which five (5) must be at a senior management level.&nbsp;</div><div><br></div><div>Knowledge and experience of Contract Management and Procurement.</div><div><br></div><div><br></div><div><br></div>
