Job Description
The Manager, Procurement and Contracts is responsible for coordinating the centralized system for the procurement and control of supplies, equipment materials and services utilized within the SWRHA. The officer provides leadership and direction for the department and the employees assigned to the Procurement and Contracts team. The incumbent supports the management team in decision-making to ensure cost-effective, quality oriented purchasing. The officer co-ordinates third party relationships with Procurement and Contracts suppliers and other members of the supply chain.<div>The Authority reserves the right to assign the officer to any Facility under its management.</div><div><br></div>
Key and Critical Responsibilities
<ul><li>Assists the General Manager, Supply Chain in determining the strategic goals for the unit and developing strategies to execute, implement and achieve the established objectives.&nbsp;<ul></ul></li><li>Ensures procurement strategies reflect best practices and business needs in accordance with the relevant current public procurement legislation.</li><li>Plans, organizes, and supervises the procurement of materials, equipment, works, supplies and services in accordance with the relevant current public procurement legislation.&nbsp;</li><li>Oversees the Authoritys procurement processes to ensure compliance with the relevant current public procurement legislation, the Authoritys Supply Chain Policies and Procedures and the professional standards.</li><li>Works with SWRHAs legal advisors and other groups to ensure controls are in place to manage contract risks, minimize fraud exposure and protect the Authoritys interest.</li><li>Works with the management team to register and pre-qualify suppliers and to manage this database through vendor feedback mechanisms.&nbsp;</li><li>Works with vendors/suppliers to ensure compliance with the Authoritys policies and procedures.</li><li>Maintains the registry for all procurement and contracts documents and verifies the information stored on the Computerized Information Systems where applicable.</li><li>Develops and administers a product standardization program and works with management to develop standard product specifications.&nbsp;</li><li>Institutes systems to ensure that all projects are in accordance with safety regulations.</li><li>Assists with the development of the Annual Procurement Plan.</li><li>Develops teams by implementing team building strategies, providing training and guidance in collaboration with the Human Resources Department as needed.</li><li>Increases efficiency in the department by prioritizing the digitization of practices and processes, including but not limited to the procurement cycle and contract management.&nbsp;</li><li>Supervises and motivates staff to a high level of performance; administers personnel and disciplinary actions and resolves grievances.</li><li>Manages change to ensure the team adopts a culture of continuous improvement.&nbsp;</li><li>Participates in preparing departmental personnel utilization plans and budgets.</li><li>Provides guidance and sensitizes accordingly all relevant stakeholders as to established organizational and departmental policies and procedures and application thereof.</li><li>Establishes key performance indicators and metrics to measure and assess both departmental and staff performance in accordance with set department and individual deliverables.</li><li>Liaises with internal and external stakeholders to establish and build customer relationships and improve synergies.</li><li>Ensures compliance with the relevant current public procurement legislation.</li><li>Guides the activities in relations to the disposal of stores and equipment.</li></ul>
Key Competencies
<ul><li>First Degree in Business Management and fully certified in CIPS (Chartered Institute of Purchasing) Level 6 completed.<ul></ul></li><li>At least eight (8) years experience in the procurement and warehousing of goods and services and at least five (5) years experience at a Supervisory/Management level.&nbsp;&nbsp;</li><li>Sound knowledge of Contracting for goods and services.</li><li>Good knowledge of the Tender process and the Procurement cycle.</li><li>Must be familiar with the current public procurement legislation and its amendments.</li><li>Must be experienced with automated systems.</li></ul>
