Job Description
The Regional Manager Health Records will be responsible for directing and coordinating the services of Health Records Units across all facilities within the South-West Regional Health Authority.&nbsp;<div><br></div><div>The Authority reserves the right to assign the officer to any Facility under its Management.</div><div><br></div>
Key and Critical Responsibilities
<ul><li>Defines, implements and monitors compliance with quality improvement systems in Health Records.</li><li>Provides, monitors and maintains input to the development and implementation of computerized solutions for Health Records inclusive of digitization.</li><li>Develops a strategic plan and annual budget for the department.</li><li>Reviews and updates Health Records policies and procedures to ensure relevance with current national directives and in keeping with best practice.&nbsp;</li><li>Ensures the establishment of a Regional Health Records Committee and supports its on-going function in relation to Health Records management.</li><li>Identifies and recommends advice on Health Records and communicates with managerial stakeholders with respect to implementation of and compliance with policies and procedures.</li><li>Manages operational efficiency by maintaining an adequate number of competent Health Records staff at all levels by managing leave, recommending acting for backfills, supervising and conducting regular performance reviews.</li><li>Identifies training needs and recommends available resources both in-house and externally for professional development and career advancement of Health Records staff in collaboration with the Human Resources Department.</li><li>Identifies and obtains relevant equipment and resources required for the efficient and effective performance of the Health Records Units.</li><li>Oversees, prepares and submits various reports related to the inputs, processes and outputs of Health Records Departments for example statistical data, surgical lists, external patient program lists etc.</li><li>Provides assistance as required to the relevant stakeholders in relation to RHA medico-legal matters, FOIA and patient confidentiality issues.</li></ul>
Key Competencies
<ul><li>A Bachelors Degree in Health Records Science/Administration.</li><li>Eight (8) years experience in the field of Health Records preferably within the public health system, five (5) of which must be at a managerial/supervisory level.</li><li>Must possess a Certificate/Diploma in Supervisory Management.</li><li>A combination of training in Health Information Management/Electronic Health Records will be an asset.</li><li>Knowledge of ICD-10 coding or any other applicable coding standards.</li><li>Knowledge and experience in ICT with relevant health sector applications will also be an asset.</li></ul>
