Job Description
The Team Lead Investigation oversees and coordinates the activities of a team of 11 Investigators specializing in the field of Error, Fraud, and Corruption (EFC). The role involves providing guidance, direction, and support to ensure effective and thorough investigations, contributing to the prevention and mitigation of potential risks, and safeguarding the integrity of operations within the Ministry.
Key and Critical Responsibilities
<div><b>Key Responsibilities and Duties</b></div><ul><li>Supervise and lead a team of Investigators, ensuring adherence to established protocols and legal frameworks.</li><li>Provide guidance on complex investigations, offering expertise in investigative principles, techniques, and methodologies relevant to error, fraud, and corruption.</li><li>Coordinate with internal departments, external agencies, and law enforcement authorities, fostering effective collaboration for comprehensive investigations.</li><li>Review and approve investigative plans, ensuring they align with best practices and legal requirements.</li><li>Conduct field work by controlling evidence and data collection and reviewing documents and information gathered during an investigation to ensure objectives are achieved, evidence is secured and collected information supports findings, conclusions and recommendations of the investigations.</li><li>Oversee the preparation of detailed investigative reports, reviewing findings, conclusions, and recommendations for appropriate action.</li><li>Develop and implement strategies to enhance the team's effectiveness in preventing and detecting error, fraud, and corruption.</li><li>Facilitate continuous learning and development, including the delivery of training programs to enhance the team's skills and knowledge.</li><li>Collaborate with internal stakeholders, including executive leadership, to address and manage matters related to error, fraud, and corruption.</li><li>Ensure the team's compliance with legal frameworks, regulations, and relevant compliance requirements.</li><li>Maintain high ethical standards and integrity, fostering a commitment to confidentiality and handling sensitive information appropriately.</li><li>Regularly assess and enhance investigation tools and software, staying abreast of industry trends and best practices to optimize investigative processes.</li></ul><div>The Team Lead Investigation plays a pivotal role in upholding the Ministry's commitment to transparency, accountability, and the effective prevention of error, fraud, and Corruption.</div><div><br></div>
Key Competency
<div><b>Knowledge, Skills, and Abilities:</b></div><ul><li>Minimum of seven to ten (7-10) years of progressive experience in the field of investigation, gained from academic investigation, police investigation, database interrogation, or auditing.</li><li>In-depth knowledge of investigative principles, techniques, and methodologies relevant to error, fraud, and corruption investigations.</li><li>Strong analytical and critical thinking skills, with the ability to analyze complex information and identify patterns or inconsistencies.</li><li>Excellent communication skills, both written and verbal, with the ability to present findings and recommendations in a clear and concise manner.</li><li>Proficiency in conducting interviews or interrogations, with the ability to elicit information effectively while maintaining confidentiality and professionalism.</li><li>Sound understanding of relevant legal frameworks, regulations, and compliance requirements pertaining to error, fraud, and corruption investigations.</li><li>Demonstrated ability to work independently and collaboratively in a fast-paced environment, managing multiple investigations simultaneously.</li><li>High ethical standards and integrity, with a commitment to upholding confidentiality and handling sensitive information appropriately.</li><li>Proficiency in utilizing investigation tools and software, as well as data analysis techniques, to extract and analyze relevant information from various sources.</li><li>Strong attention to detail and organizational skills, ensuring accuracy and completeness of investigative reports and documentation.</li><li>Extensive/Expert interpersonal and negotiation skills.</li><li>Applied/Working organizational and people management skills and internal and external stakeholder engagement.</li></ul><div><br></div><div><b>Qualifications:</b></div><ul><li>An undergraduate degree in sociology, psychology, social work, or another related field in the social sciences.</li><li>A master's degree in management or related leadership discipline would be an asset.</li><li>Alternatively, any equivalent combination of education and training.</li></ul><div><br></div>
