Job Description
The incumbent is required to plan, organize and manage the development, operations and maintenance of the ICT&nbsp;<span style="letter-spacing: 0.4px;">resources and infrastructure of the Elections and Boundaries Commission (the Department), and to manage the&nbsp;</span><span style="letter-spacing: 0.4px;">delivery of its ICT projects, under the direction of the Chief Election Officer or designated officer. Duties include&nbsp;</span><span style="letter-spacing: 0.4px;">developing and implementing of the ICT policies and ICT strategic plan of the organisation; developing and delivering&nbsp;</span><span style="letter-spacing: 0.4px;">software applications and ICT services; managing ICT projects; preparing and managing the ICT budget; and&nbsp;</span><span style="letter-spacing: 0.4px;">developing and managing of professional, technical and support staff.&nbsp;&nbsp;</span>
Key and Critical Responsibilities
Leads the development and implementation of the Department's ICT vision, policies, and strategic plans in alignment with organisational goals, while managing ICT projects to ensure quality delivery, risk mitigation, and efficient use of resources. Oversees ICT operations, information security, and system integrity to maintain the confidentiality, availability, and reliability of information systems. Also manages ICT budgeting, procurement, and stakeholder engagement, while recommending technology solutions and staffing to strengthen the organisations ICT capabilities.
Key Competencies
<p>Demonstrates extensive knowledge of ICT management principles, tools, and techniques, along with considerable expertise in project management and business process reengineering, and familiarity with financial and procurement regulations. Possesses strong leadership skills to manage multidisciplinary technical teams, oversee ICT projects, and implement innovative technology solutions. Able to communicate effectively, negotiate complex technical contracts, manage organisational change, and foster productive relationships with colleagues, stakeholders, and the public.</p><p><b><i><u>MINIMUM EXPERIENCE AND TRAINING:</u></i></b></p><ul><li><span style="letter-spacing: 0.4px;">- Minimum of five (5) years experience at a management level in the area of ICT, including at least two (2) years in the development, implementation and operation of enterprise-wide ICT systems.</span></li><li>- Training as evidenced by the possession of a recognised Bachelors Degree in Computer Science, Computer Information Systems, Information Systems Management, Computer Engineering or a related area.</li></ul><p><b><u><i>OR</i></u></b></p><ul><li><span style="letter-spacing: 0.4px;">- Minimum of seven (7) years experience at a management level in the area of ICT, including at least four (4) years in the development, implementation and operation of enterprise-wide ICT systems.</span></li><li>- Training as evidenced by the possession of a recognised Bachelors degree.</li><li>- Certification in the area of ICT from a recognised institution.</li></ul><p><b><i><u>OR</u></i></b></p><ul><li><span style="letter-spacing: 0.4px;">- Minimum of ten (10) years experience at a management level in the area of ICT, in addition to at least five (5) years experience in the development, implementation and operation of enterprise-wide ICT systems.</span></li><li>- Training as evidenced by the possession of a two-year Diploma/Certificate in ICT from a recognised institution.</li></ul>
