Job Description
<p>The Director, Compliance and Outreach is responsible for the Supervisory Function in the&nbsp;<span style="letter-spacing: 0.4px;">Financial Intelligence Unit of Trinidad and Tobago (FIUTT) with respect to Non-Regulated&nbsp;</span><span style="letter-spacing: 0.4px;">Financial Institutions and Listed Businesses (collectively called Supervised Entities) and NonProfit Organisations. The incumbent establishes policies, procedures and systems to effectively&nbsp;</span><span style="letter-spacing: 0.4px;">monitor Supervised Entities and Non-Profit Organisations for the purpose of compliance with&nbsp;</span><span style="letter-spacing: 0.4px;">the Anti-Money Laundering, Counter-Financing of Terrorism and Counter-Proliferation&nbsp;</span><span style="letter-spacing: 0.4px;">Financing (AML/CFT/CPF) laws, regulations and guidelines; ensures that the necessary&nbsp;</span><span style="letter-spacing: 0.4px;">measures are taken to secure compliance; and establishes an effective communication process&nbsp;</span><span style="letter-spacing: 0.4px;">between the Supervised Entities, Non-Profit Organisations and the FIUTT relating to&nbsp;</span><span style="letter-spacing: 0.4px;">AML/CFT/CPF measures. Reports to the Deputy Director of the FIUTT.</span></p><p><span style="letter-spacing: 0.4px;"><u>Minimum Experience and Training:</u></span></p><ul><li>Bachelor's degree or equivalent from a recognised institution in Management Studies,&nbsp;<span style="letter-spacing: 0.4px;">Finance, Law, Economics or a Social Science Discipline.</span></li><li>Sound knowledge of Anti-Money Laundering, Counter-Financing of Terrorism and&nbsp;<span style="letter-spacing: 0.4px;">Counter-Proliferation Financing laws and regulations.</span></li><li>Experience in the Communications field is desirable.</li><li>Experience in a regulatory environment, knowledge of banking financial products,&nbsp;<span style="letter-spacing: 0.4px;">and the financial legislation is an advantage.</span></li><li>Five (5) years' experience in managerial positions.</li></ul><p><br></p><p><u>Requirement</u></p><ul><li>Takes the Oath of Office as required by the Financial Intelligence Unit of Trinidad and&nbsp;<span style="letter-spacing: 0.4px;">Tobago Act, Chap. 72:01, as amended.</span></li><li>Complies with the Security and Confidentiality laws and regulations as well as the policies&nbsp;<span style="letter-spacing: 0.4px;">of the FIUTT.</span></li></ul>
Key and Critical Responsibilities
<ul><li>Directs the Compliance and Outreach initiatives;</li><li>Guides and supports the FIUTTs Compliance and Outreach functions;</li><li>Identifies, organises, plans and allocates resources within the Compliance and Outreach sections;</li><li>Develops and ensures implementation of effective policies, procedures and systems to&nbsp;<span style="letter-spacing: 0.4px;">monitor Supervised Entities and Non-Profit Organisations compliance;</span></li><li>Reviews Compliance and Outreach systems and develops new or alternative systems to&nbsp;<span style="letter-spacing: 0.4px;">improve compliance;</span></li><li>Establishes effective Outreach and Awareness policies and strategies to communicate&nbsp;<span style="letter-spacing: 0.4px;">with and train the Supervised Entities and Non-Profit Organisations in AMIL/CFT/CPF&nbsp;</span><span style="letter-spacing: 0.4px;">measures and ensures the implementation of these policies;</span></li><li>Establishes effective communication channels between the FIUTT and the Supervised&nbsp;<span style="letter-spacing: 0.4px;">Entities and the Non-Profit Organisations to guide in compliance issues;</span></li><li>Ensures the implementation of policies to communicate with and train the Supervised&nbsp;<span style="letter-spacing: 0.4px;">Entities and the Non-Profit Organisations in AML/CFT/C PF measures;</span></li><li>Creates and manages public awareness campaigns to disseminate Money Laundering,&nbsp;<span style="letter-spacing: 0.4px;">Financing of Terrorism and Proliferation Financing issues and its consequences to the&nbsp;</span><span style="letter-spacing: 0.4px;">national economy;</span></li><li>Institutes and co-ordinates the review of Supervised Entities' and Non-Profit&nbsp;<span style="letter-spacing: 0.4px;">Organisations Risk Assessments;</span></li><li><span style="letter-spacing: 0.4px;">Establishes policies and procedures for liaising with the other Supervisory Authorities;</span></li><li><span style="letter-spacing: 0.4px;">Prepares periodic statistical reports on the Compliance and Outreach functions;</span></li><li><span style="letter-spacing: 0.4px;">Represents the FIUTT, including the Director and Deputy Director at meetings and&nbsp;</span><span style="letter-spacing: 0.4px;">other forums;</span></li><li><span style="letter-spacing: 0.4px;">Performs related work as may be requested.</span></li></ul><p><span style="letter-spacing: 0.4px;"><br></span></p><p><br></p>
