Job Description
The Senior Physical Planner will be responsible for the management of the operations of the Spatial Planning Unit in the Urban and Regional Planning Department. The incumbent will also be responsible for establishing the Tobago Spatial Data Infrastructure, the Tobago Spatial Development Strategy and proposals for updating the Land Use Zoning Plan for Tobago.
Key and Critical Responsibilities
<div> Establishes the Tobago Spatial Data Infrastructure, the Tobago Spatial Development Strategy and submits proposals for the update of the Land Use Zoning Plan for Tobago.</div><div> Establishes the policy framework for the Data Quality of archival information.</div><div> Designs and implements a system to monitor the performance of spatial planning policies, programmes and projects in Tobago.</div><div> Coordinates the spatial planning function in the Urban and Regional Planning Department.</div><div> Oversees the formulation of local area development plans.</div><div> Coordinates the compilation of Departmental Draft Estimates of Expenditure.</div><div> Supports the application process for the granting of planning permission.</div><div> Supports the enforcement of development control guidelines.</div><div> Provides public awareness on the role and function of development planning and control.</div><div> Prepares progress and special reports on spatial planning issues in Tobago.</div><div> Performs other related duties as required.</div><div><br></div><div><div> Considerable knowledge of the theories, principles and practices of town and country planning.</div><div> Considerable knowledge of town and country planning legislation and laws pertaining to physical development.</div><div> Knowledge of Environmental Impact Assessment methods.</div><div> Knowledge of public service administration and accounting.</div><div><br></div><div><div> Familiarity with computerized information systems including Geographic Information Systems.</div><div> Proficiency in the use of Microsoft Office and Microsoft Project.</div><div> Ability to communicate effectively both orally and in writing.</div><div> Ability to demonstrate analytical and problem solving skills.</div><div> Ability to work with minimum supervision and meet deadlines.</div><div> Ability to monitor and evaluate the system of development control in Tobago.</div><div> Ability to conduct programmes of research.</div><div> Ability to formulate and prepare physical development plans and projects.</div><div> Ability to work as a member of a team and to establish and maintain effective working relationships with other employees and members of the public.</div></div></div>
Key Competency
<div> A minimum of (10) years working experience in the field of Urban and Regional Planning.</div><div> Training as evidenced by the possession of a Masters Degree in Urban Planning and Design, Planning and Development or similar discipline.</div><div> Professional Member of the Trinidad and Tobago Society of Planners.</div>
