Job Description
<p>The Senior Professional - Software Development designs, develops, secures, supports, and continuously improves software products, platforms, integrations, and reusable digital building blocks delivered by iGovTT. </p><p>The role provides senior engineering capability across the full software lifecycle: discovery, solution design, development, testing, release, monitoring, production support, documentation, and continuous improvement. The role is expected to contribute to reliable, secure, maintainable, and user-centred government digital services, while supporting product teams, architecture, quality assurance, DevOps, cybersecurity, and business stakeholders.</p>
Key and Critical Responsibilities
<b>1. Software Engineering and Delivery</b><ul><li>Designs, develops, modifies, tests, and maintains software applications, services, APIs, integrations, and reusable components using appropriate programming languages, frameworks, and engineering practices.</li><li>Translates product, business, user, and technical requirements into reliable software solutions that are maintainable, performant, accessible, and fit for public-sector use.</li><li>Writes clean, efficient, secure, and well-documented code that follows approved coding standards, architectural guidance, and source control practices.</li><li>Conducts and participates in pull request reviews, code reviews, design reviews, and quality checks to improve code quality, maintainability, security, and performance.</li><li>Uses test-driven development, automated testing, and modern development practices where appropriate to improve delivery confidence and reduce production defects.</li></ul><div><br></div><div><b>2. Technical Ownership and Architecture Support</b></div><ul><li>Provides senior technical input into solution design, platform evolution, integration approaches, data flows, API design, and technology selection.</li><li>Applies sound software engineering principles, design patterns, common architectural approaches, and reuse-oriented thinking when developing new solutions or enhancing existing systems.</li><li>Identifies technical debt, performance constraints, maintainability risks, and architectural weaknesses, and recommend practical remediation approaches.</li><li>Supports the development and adoption of common engineering standards, templates, reusable libraries, and patterns across the software development team.</li><li>Stays current with relevant technologies, frameworks, cloud services, AI-assisted engineering practices, cybersecurity guidance, and software delivery methods that can improve iGovTT delivery.</li></ul><p><span style="letter-spacing: 0.4px;"><br></span></p><p><span style="letter-spacing: 0.4px;"><b>3. Product, Platform, and Stakeholder Collaboration</b></span></p><ul><li><span style="letter-spacing: 0.4px;">Collaborates with product managers, business analysts, design engineering, quality assurance, DevOps, data engineering, cybersecurity, and business stakeholders to deliver high-quality digital products and platforms.</span></li><li>Participates in product discovery, backlog refinement, sprint planning, estimation, release planning, retrospectives, and post-implementation reviews.</li><li>Provides clear technical explanations, delivery updates, risk assessments, and implementation options to both technical and non-technical stakeholders.</li><li>Contributes to product and platform roadmaps by identifying technical improvements, operational needs, reuse opportunities, and lifecycle considerations.</li><li>Supports the onboarding and integration of government agencies, partners, and internal teams where software products or platforms require technical configuration, data exchange, or API integration.</li></ul><div><br></div><div><b>4. Security, Compliance, and Government-Grade Delivery</b></div><ul><li>Applys secure-by-design practices, including input validation, authentication and authorisation controls, secrets management, dependency review, error handling, and secure configuration.</li><li>Supports vulnerability remediation, security review activities, audit requests, and cybersecurity recommendations arising from internal review, TTCSIRT review, or other assurance processes.</li><li>Builds and maintains solutions with appropriate attention to data protection, privacy, accessibility, auditability, logging, records, and traceability requirements.</li><li>Uses AI-assisted development tools responsibly, ensuring that generated code is reviewed, tested, secured, and aligned with organisational standards before use.</li><li>Ensures that software solutions are developed in a manner consistent with approved policies, standards, procurement constraints, data-sharing requirements, and public-sector accountability.</li></ul><div><br></div><div><b>5. Quality Assurance, Testing, and Release Readiness</b></div><ul><li>Creates, maintains, and executes unit tests, integration tests, end-to-end tests, API tests, and front-end tests as appropriate for the solution.</li><li>Works with QA and product teams to define acceptance criteria, test scenarios, regression coverage, and release readiness checks.</li><li>Debugs and resolves software defects, incidents, and performance issues, identifying root causes and implementing durable fixes.</li><li>Supports CI/CD pipelines, build processes, environment configuration, release packaging, and deployment validation in collaboration with DevOps and other technical teams.</li><li>Contributes to quality gates that reduce avoidable defects, improve release confidence, and support stable production services.</li></ul><div><br></div><div><b>6. Operations, Reliability, and Continuous Improvement</b></div><ul><li>Supports production systems through monitoring, logging, troubleshooting, incident analysis, service restoration, and post-incident learning.</li><li>Recommends and implements improvements to system performance, resilience, availability, maintainability, and user experience.</li><li>Assists in defining operational runbooks, support procedures, escalation paths, and handover documentation for software products and platforms.</li><li>Monitors emerging risks, recurring defects, support trends, and user feedback to inform system improvements and backlog prioritisation.</li><li>Contributes to a culture of continuous improvement, disciplined delivery, shared ownership, and accountability for live government digital services.</li></ul><div><br></div><div><b>7. Documentation, Mentoring, and Knowledge Sharing</b></div><ul><li>Creates and maintains technical documentation, including design notes, API documentation, configuration guidance, deployment notes, test cases, troubleshooting guides, and user-facing technical instructions where required.</li><li>Shares knowledge and expertise with team members through code review, pairing, demonstrations, technical discussions, and internal learning sessions.</li><li>Mentors junior and intermediate developers, helping them improve engineering practices, problem-solving, testing discipline, and production awareness.</li><li>Documents key decisions, assumptions, dependencies, risks, and implementation trade-offs to support continuity and long-term maintainability.</li></ul><div><br></div>
Key Competencies
<b>Technical:</b><ul><li>Strong proficiency in programming languages, frameworks, and technologies relevant to iGovTT's software development stack.</li><li>Practical experience with one or more of the following: Python, .NET, PHP/Laravel, JavaScript/Node.js, React.js, Kotlin, SQL, and modern web application frameworks.</li><li>Experience with relational and non-relational databases, including MSSQL, PostgreSQL, and MongoDB.</li><li>Understanding of web technologies, RESTful APIs, authentication and authorisation patterns, integration design, data exchange, and service-oriented architectures.</li><li>Proficiency in Git-based source control, branching strategies, pull requests, code review, and collaborative development workflows.</li><li>Experience with Docker, containerised application delivery, CI/CD concepts, cloud environments, and Kubernetes or similar orchestration technologies.</li><li>Experience with modern testing frameworks and practices, including unit testing, integration testing, API testing, end-to-end testing, and front-end testing.</li><li>Familiarity with secure coding practices, OWASP principles, dependency management, secrets management, vulnerability remediation, and security review processes.</li><li>Ability to design and maintain software that is robust, lean, scalable, observable, performant, accessible, and supportable.</li></ul><div><br></div><div><b>Behavioural:</b></div><ul><li>Strong analytical and problem-solving skills, with the ability to diagnose complex defects, identify root causes, and implement durable solutions.</li><li>Ability to work effectively in agile teams using Scrum, Kanban, or similar delivery methods.</li><li>Effective communication skills, including the ability to explain technical issues, risks, estimates, and trade-offs to non-technical stakeholders.</li><li>Strong collaboration skills and the ability to work with product management, business analysis, design engineering, QA, DevOps, cybersecurity, data, and business teams.</li><li>Attention to detail, sound judgement, ownership mindset, and commitment to delivering high-quality public digital services.</li><li>Continuous learning mindset and a practical interest in emerging technologies, AI-assisted development, digital public infrastructure, and government digital transformation.</li><li>Ability to mentor other developers and contribute to stronger engineering standards across the team.</li></ul><div>&nbsp;</div><div><b>EXPERIENCE:</b></div><div>&nbsp;</div><ul><li>At least 5 to 7 years' experience in software development, with demonstrable experience designing, developing, testing, deploying, and maintaining software applications, APIs, integrations, or digital platforms.</li><li>Experience working on production systems, including troubleshooting, defect resolution, performance improvement, release support, and operational handover.</li><li>Experience working in cross-functional delivery teams with product, design, QA, DevOps, cybersecurity, business, or external stakeholder involvement.</li><li>Experience in public-sector, enterprise, platform, cloud, data integration, identity, payments, verifiable credentials, or digital public infrastructure environments would be an asset.</li><li>Experience using AI-assisted software development techniques responsibly for coding, testing, documentation, analysis, or developer productivity would be an asset.</li></ul><div>&nbsp;</div><div><b>EDUCATION:</b></div><div>&nbsp;</div><ul><li>Bachelor's Degree in Computer Science, Software Engineering, Information Systems, Computer Engineering, or a related field.</li><li>Relevant professional certifications, vendor certifications, or equivalent practical experience in software engineering, cloud, cybersecurity, agile delivery, DevOps, or AI-assisted development would be an asset.</li></ul><div><br></div>
