Job Description
The incumbent will be engaged in cost forecasting and tracking all costs related to the building process to keep costs down and substantiate any variations. The incumbent will be responsible for the preparation of bills of quantities, cost estimates, valuation reports, measurement and valuation of completed works/variations, and preparation of a comprehensive list of materials and labour required for projects and other related contract documents.
Key and Critical Responsibilities
<ul><li>Prepare cost plans and budget estimates for construction projects.</li><li>Conduct project site and design/layout analysis, valuations and variance analysis.</li><li>Perform all related fieldwork involved in the measurement and determination of quantities for construction projects.</li><li>Investigate variation, expansion, alteration or maintenance problems related to buildings, grounds or utilities.</li><li>Prepare cost estimates for mechanical, electrical and structural works.</li><li>Assist in the financial evaluation of tender documents.</li><li>Monitor project and conduct site visits to ensure conformity with project plans, specifications and approved standards.</li><li>Prepare and certify evaluation reports submitted for projects.</li><li>Liaise with internal and external stakeholders, including other Government agencies, on project matters.</li><li>Prepare project schedule and report for submission to the Programme Manager.</li><li>Perform other job related duties as required.</li></ul><p><br></p><p><br></p><p><br></p>
Key Competency
<ul><li>Knowledge of the Tendering Process, Estimating and Quantity Surveying.</li><li>In-depth knowledge of the laws and regulations governing construction projects.</li><li>In-depth knowledge of building codes.</li><li>Working knowledge of the Companies Act and other relevant legislation.</li><li>Working knowledge of Occupational Safety and Health (OSH) regulations.</li><li>Working knowledge of State Financial Regulations.</li><li>Knowledge of project management methodologies, techniques and concepts.</li><li>Knowledge of Materials and Construction Technology.</li><li>Knowledge of Construction Contracts such as FIDIC Suite of Contracts.</li><li>Knowledge of the Office of Procurement Regulation (OPR) Act will be an asset.</li><li>Excellent ability to prepare Cost Estimates/Bills of Quantity.</li><li>Skills in determining the cost of works are within market rates.</li><li>Strong negotiation skills.</li><li>Proficiency in the use of Microsoft Office Tools and software relevant to the job functions.</li><li>Ability to read construction drawings.</li><li>Ability to maintain confidentiality.</li><li>Ability to establish and maintain effective working relationships with fellow employees and members of the public.</li></ul><p><br></p><h4><b>Minimum Experience and Training</b></h4><ul><li>A Bachelor's Degree in Engineering or Quantity Surveying from an accredited institution.</li><li>Registration as a Quantity Surveyor with the Institute of Surveyors of Trinidad and Tobago.</li><li>Minimum of three (3) years post-qualification experience.</li><li>Professional membership in the Royal Institution of Chartered Surveyors will be an asset.</li></ul>
