Job Description
The incumbent is expected to lead the Human Resources and Administration Department to ensure the implementation of approved Human Resources Management Systems and EMBD's information systems, policies, procedures and strategic initiatives of the department.
Key and Critical Responsibilities
<b><u>Human Resources and Strategic Planning </u></b><div>- Responsible for recruitment, performance evaluation, staff development, employee relations, compensation and benefits. </div><div>- Interprets approved Human Resources Policies and Procedures and provide technical advice to Department Heads on their application. </div><div>- Provides research and direction in the establishment of appropriate policies and procedures in all aspects of Human Resources Management. </div><div>- Administers the application of the Companys compensation, benefits and services to ensure compliance with statutory requirements and that employees receive them within the stipulated policy guidelines and time frames. </div><div>- Strengthens the HR function and provide support to line managers on business decisions from an HR perspective and in the interest of improving efficiency and maximizing effectiveness of the organisation. </div><div>- Devises the strategic direction of all human resources principles in line with corporate objectives. </div><div>- Drives leadership development and talent management across the organizations to ensure all HR initiatives are aligned with business objectives and corporate goals. </div><div>- Assists in the execution of periodic Human Resources Audits to ensure compliance consistency of application of Human Resources Policies and Procedures by Department Heads. </div><div>- Prepares operational, informational and statistical Human Resources reports, as required. </div><div><b><u><br></u></b></div><div><b><u>Information Technology </u></b></div><div>- Effectively plans the strategic roadmap for the organizations information and communication technologies by working with related professionals both in-house and external experts. </div><div>- Plans and implements approved company-wide information technology systems to sustain the company needs including in-house and remote work. </div><div>- Maintains cost effective and fully functional automated and telecommunications system. </div><div>- Oversight of the design, development and implementation of IT systems, policies and procedures. </div><div>- Ensures security of data, network access and back-up. </div><div><b><u><br></u></b></div><div><b><u>Financial Planning </u></b></div><div>- Collaborate with Head of Finance in the preparation of the annual budget for personnel administration and information technologies. </div><div><b><u><br></u></b></div><div><b><u>Administration </u></b></div><div>- Manage the administrative resource pool of Administrative Assistants, ensuring that they are assigned to relevant departments to provide high level administrative support. </div><div>- Ensure that Administrative Assistants are given every opportunity to be trained to deliver output within the various departments by building flexibility into their scheduling. </div><div>- Monitoring their performance in collaboration with the respective department heads. </div><div>- Manages the organizations vehicles and plans and coordinates the Finance Department on vehicle maintenance and repair programmes for EMBDs leased and owned vehicles. </div><div>- Supervises the duties and functions of the Office Attendant and Driver/Courier. </div><div>- Performs such tasks as may be required for the smooth operation of the department and organisation. </div><div><b><u><br></u></b></div><div><b><u>INDIVIDUAL SAFETY RESPONSIBILITY: </u></b></div><div>- It is the responsibility of each employee to protect oneself as well as fellow employees from injury. Key Competencies
<b><u>Qualifications: Minimum</u></b><br><div>&nbsp;- Bachelors Degree in the disciplines of Human Resource Management, Business Management or any other related field.</div><div><br></div><div><b><u>Experience: Desired</u></b></div><div>- Ten (10) years experience in an HR/Corporate Services position or related field. </div><div>&nbsp;- Five (5) years Senior Management Leadership/C-Suite experience directing a multi-disciplinary team, or other suitable Senior Management experience. </div><div>&nbsp;- Experience in Public Sector/State Enterprise and a Post Graduate Degree will be considered an asset.</div><div><br></div><div><b><u>Behavioural Competencies: Desired</u></b></div><div>&nbsp;- Highly confidential. </div><div>&nbsp;- Excellent interpersonal skills. </div><div>&nbsp;- Strong change management agent. </div><div>&nbsp;- Ability to solve problems creatively and resourcefully. </div><div>&nbsp;- A high level of integrity and initiative. </div><div>&nbsp;- Strong leadership skills with exceptional communication skills. </div><div>&nbsp;- Strong planning, organization, management of resources.</div><div><br></div><div><b><u>Technical Competencies: Desired</u></b></div><div>- Development of Human Resource policies and procedures. </div><div>&nbsp;- Understanding of all functional areas of human capital management and information and communication technologies. </div><div>&nbsp;- Microsoft Office applications and database management. </div><div>&nbsp;- Knowledge of Industrial Relations and Labour Laws, as evidenced by certification.</div><div> </div><div> </div>
