Job Description
The incumbent will be responsible for providing technical engineering support to the Corporation in the planning, design review, implementation, supervision, and monitoring of municipal works, capital projects, and maintenance programmes across the municipal district. The incumbent will assist in ensuring that engineering works are executed in accordance with approved standards, specifications, statutory requirements, and the Corporations operational priorities, and will provide technical advice to the Corporations Council, Management, Departments, and Contractors in support of safe, durable, and cost-effective infrastructure delivery.
Key and Critical Responsibilities
<b><u>Essential Duties and Responsibilities include but are not limited to: </u></b><ol><li>Assist in the planning, coordination, and execution of municipal engineering works including roads, drainage, buildings, recreational facilities, and ancillary infrastructure. </li><li>Conduct site inspections to verify works progress, workmanship, quality of materials, and compliance with drawings, specifications, approved scopes, and applicable codes. </li><li>Support the preparation of technical scopes of work, engineering specifications, bills of quantities, and other technical inputs required for procurement and contract administration. </li><li>Assist in evaluating contractor submissions, methodologies, work programmes, and technical proposals, and provide technical recommendations as required. </li><li>Monitor and report on contractor performance, including adherence to timelines, quality standards, and health and safety requirements on project sites. </li><li>Participate in the measurement, verification, and certification of completed works for the purposes of interim and final payments, variations, and practical completion processes. </li><li>&nbsp;Assist in identifying and documenting defects, issuing technical observations, and supporting the close-out of defects liability obligations. </li><li>Maintain accurate engineering records including site diaries, inspection reports, measurements, photographs, technical correspondence, and project documentation for audit and administrative purposes. </li><li>Support the identification, assessment, and prioritisation of maintenance and rehabilitation needs across the Corporations physical assets and facilities. </li><li>&nbsp;Provide technical advice on infrastructure risks, drainage and flooding issues, traffic and road safety concerns, and structural or facility integrity issues affecting municipal operations. </li><li>&nbsp;Assist in coordinating stakeholder engagements and technical meetings with utility providers, consultants, contractors, community representatives, and internal departments to facilitate project delivery. </li><li>&nbsp;Support the preparation of technical reports for Council, management committees, and oversight bodies, including progress updates, constraints, and recommendations for corrective action. </li><li>&nbsp;Assist in ensuring engineering works align with relevant statutory requirements, engineering standards, environmental requirements, and the Corporations policies and procedures. </li></ol><div><br></div>
Key Competencies
<b><u>REQUIRED KNOWLEDGE AND SKILL </u></b><ol><li>Local Government policy, practices and services relating to infrastructure development, maintenance, and municipal service delivery. </li><li>Knowledge of civil/structural engineering principles applicable to roads, drainage, buildings, and municipal facilities. </li><li>&nbsp;Working knowledge of contract administration principles, site supervision, measurement, and quality assurance processes. </li><li>Familiarity with relevant construction standards, codes, and statutory requirements applicable to municipal works. </li><li>Ability to interpret technical drawings, specifications, bills of quantities, and project schedules.</li><li>Software application Microsoft Suite; familiarity with AutoCAD and/or other engineering/project tools will be an asset. </li><li>Strong report writing, record-keeping, communication, and coordination skills suitable for a regulatory and audit-sensitive environment</li></ol><p><br></p><p><u><b>QUALIFICATION AND EXPERIENCE</b></u></p><ol><li>&nbsp;Bachelors Degree in Civil Engineering or a related engineering discipline from a recognised institution. </li><li>&nbsp;Registration or eligibility for registration with the Board of Engineering of Trinidad and Tobago (or relevant professional body) will be an asset. </li><li>At least Three (3) years experience in engineering works supervision, municipal works, construction management, or related infrastructure delivery. </li><li>Experience in drainage, roadworks, building maintenance, and/or public sector project implementation will be an asset. </li><li>Experience in the government sector will be an asset.</li></ol><div><br></div>
