Job Description
The Land Officer reports to the Land Coordinator and is responsible for the day-to-day operations of the Land section of the Estates Department e.g. meeting Tenants, maintaining Tenant and related files and databases, preparing reports, conducting site visits, etc.
Key and Critical Responsibilities
- Maintains records of all lands under EMBDs management and ensures that the land information system is updated.<div>- Reviews files related to applications received by the Department for lease and/or distribution of former Caroni lands.</div><div>- Prepares status reports on the progress of land leases and other land matters.</div><div>- Processes all documentation for the preparation of leases, consents and other legal documents.</div><div>- Prepares documents for preparation of applications for consents and transfers.</div><div>- Monitors EMBD parcels for compliance with terms and conditions of lease use.</div><div>- Assists the Land Surveys Graduates as and when necessary.</div><div>- Receives concerns and/or complaints from EMBDs tenants and carry out relevant investigations.</div><div>- Conducts site visits to monitor for breaches of lease agreement and other investigative matters.</div><div>- Performs such tasks as may be required for the smooth operation of the department and organisation.<br><div><b><u><br></u></b></div><div><b><u>INDIVIDUAL SAFETY RESPONSIBILITY: </u></b></div><div>- It is the responsibility of each employee to protect oneself as well as fellow employees from injury. Key Competencies
<b><u>Qualifications: Minimum </u></b><div>&nbsp;- Bachelors Degree or acceptable equivalent in Land Management, Law, Business Administration, Planning, Surveying, Geomatics or any other related field. </div><div>&nbsp;- Training and/or professional certification in land administration.</div><div><br></div><div><b><u>Experience: Desired</u></b></div><div>&nbsp;- Three (3) years experience in a similar position. </div><div>&nbsp;- Experience in Public Sector/State Enterprise Land Administration will be considered an asset.</div><div><br></div><div><b><u>Behavioural Competencies: Desired </u></b></div><div>&nbsp;- Ability to interpret lease conditions, licenses and grants of former Caroni lands. </div><div>&nbsp;- Effective oral and written communication skills. </div><div>&nbsp;- Effective report writing skills. </div><div>&nbsp;- Ability to establish and maintain effective relationships with coworkers, associates from public and private agencies and members of the public.</div><div><br></div><div><b><u>Technical Competencies: Desired </u></b></div><div>&nbsp;- Expert knowledge of the principles, practices and techniques of land administration and land use planning. </div><div>&nbsp;- Proficiency with the Microsoft Office Suite including Access. </div><div>&nbsp;- Sound understanding of land survey techniques, terminology and how to interpret survey maps or plans. </div><div>&nbsp;- Knowledge of GIS will be highly acceptable. </div><div>&nbsp;- Familiarity with Caroni lands and management practices will be considered an asset.</div><div> </div><div> </div>
