Job Description
<p>The General Manager Nursing is responsible for setting the strategic direction for nursing and midwifery and ensuring that Nursing Services at each Facility throughout the South-West Region are organized to provide the delivery of Quality Care in an efficient manner. The post holder will be required to develop, implement, monitor and evaluate the effectiveness of policies and programmes aimed at ensuring that the nursing practice remains current and relevant within established standards and protocols.</p><p> </p><div>The Authority reserves the right to assign an officer to any Facility under its management. </div><div><br></div><p></p>
Key and Critical Responsibilities
<ul><li>Provides leadership on the strategic development and operational management of the Nursing and Midwifery services of the SWRHA.</li></ul><p><br></p><ul><li>Assists in developing an annual manpower plan for Nursing Services in collaboration with the Human Resources Department.</li></ul><p><br></p><ul><li>Designs, assesses and reviews the management systems, policies and procedures for the delivery of nursing and midwifery services.</li></ul><p><br></p><ul><li>Manages all nursing staff in accordance with the SWRHA Human Resource Policies and Procedures. This includes participating in recruitment and selection process, performance management and appraisal, personal development planning as well as disciplinary issues and appeals.</li></ul><p><br></p><ul><li>Contributes to the achievement of the SWRHAs strategic plan, including financial targets by developing and sustaining a dynamic, flexible and high quality nursing and midwifery services that meet SWRHAs strategic objectives.</li></ul><p><br></p><ul><li>Collaborates with the Chief Nursing Officer and other General Managers throughout the Regional Health Authorities to develop the national strategic plan and operational objectives for nursing and midwifery.</li></ul><p><br></p><ul><li>Develops SWRHAs Business plan for nursing and midwifery services annually to coincide with the budgetary cycle and ensures its implementation.</li></ul><p><br></p><ul><li>Serves as a member of Board and Executive sub-committees including the Quality Risk Committee, Mental Health Committee, Clinical Governance Committee, OSH Oversight team, Chair of the ED Implementation Committee.</li></ul><p><br></p><ul><li>Establishes a framework for monitoring compliance with professional standards of care within the Nursing Councils code of professional conduct and regulations.</li></ul><p><br></p><ul><li>Assesses the efficiency and effectiveness of the deployment and management of nursing and midwifery personnel.</li></ul><p><br></p><ul><li>Leads the nursing and midwifery management team in identifying and advising on training needs for nursing and midwifery personnel based on health and service needs data analyses.</li></ul><p><br></p><ul><li>Advises on changes in nursing and midwifery practice to ensure the most cost-effective use of trained nursing and midwifery staff.</li></ul><p><br></p><ul><li>Conducts primary research to inform policy formulation and strategic decisions of the Authority.</li></ul><p><br></p><ul><li>Establishes and oversees the HIV/AIDS same day testing centres and implements the extended hours in the SWRHA Health Centres.</li></ul><p><br></p><ul><li>Makes policy decisions on interventions to address issues/complaints flagged by the Client Feedback System.</li></ul><p><br></p><ul><li>Introduces systems to ensure the collection and analysis of data for continuous measurement of services provided to clients and the accurate, timely and relevant provision of information to the CEO/Director of Health.</li></ul><p><br></p><ul><li>Establishes key performance indicators for monitoring the delivery of nursing and midwifery services.</li></ul><p><br></p><ul><li>Monitors the performance management of staff, including appraisal and developmental plans to facilitate succession planning.</li></ul><p><br></p><ul><li>Establishes systems to ensure Nurses and Midwives work in accordance with the NCTTs Code of Professional Conduct for the Registered Nurse, Midwife and Health Visitor and SWRHA policies.</li></ul><p><br></p><ul><li>Ensures nursing and midwifery staff adheres to patient confidentiality in particular the confidentiality of personal data in keeping with Patients Charter of Rights and Data Protection Act.</li></ul><p><br></p><ul><li>Conducts performance appraisals of all senior managers of nursing and midwifery services.</li></ul><p><br></p><ul><li>Performs any related duties as maybe assigned by the Chief Executive Officer/Director of Health.</li></ul><p><br></p><ul><li>Ability to perform duties according to assigned rosters or plans that can be formulated in times of authorized service exigencies.</li></ul><p><br></p><ul><li>Ability to use the relevant computer applications related to job functions.</li></ul><p><br></p><ul><li>Performs related duties as assigned. </li></ul>
Key Competencies
<ul><li>B.Sc. in Nursing Administration/Education.</li></ul><p><br></p><ul><li>Current registration with the Nursing Council of Trinidad &amp; Tobago.</li></ul><p><br></p><ul><li>Post graduate qualification in a related field.</li></ul><p><br></p><ul><li>A minimum of fifteen (15) years practical nursing experience, of which five (5) years must be at a senior nursing managerial/supervisory level.</li></ul><p><br></p><ul><li>Advanced level of proficiency in computer applications.</li></ul>
