Job Description
<p>Under the direction of the Chief Operations Officer, this is a management level position with responsibility for the maintenance of all SWRHAs properties. The objective being to provide a safe, secure and comfortable environment for the delivery of healthcare in accordance with SWRHAs overall objectives, policies and procedures, statutory obligations and guidelines.</p><p> </p><div>The Manager, Property Services is required to provide leadership to a team of people for the planning, development and execution of cost-effective systems for the improvement and maintenance of all infrastructural properties within the SWRHA.</div><div><br></div><div> </div><div>He/she will also be required to work closely with his/her colleagues to assist in achieving the goals of the Operations Division and the strategic objectives of the SWRHA.</div><div><br></div><div> </div><div>The Authority reserves the right to assign the officer to any facility under its management. </div><div><br></div><p></p>
Key and Critical Responsibilities
<ul><li>Develops and implement property maintenance strategies to optimize the quality of the working environment.</li></ul><p><br></p><ul><li>Prepares and implements strategies to ensure that manpower resources continue to be available to meet service needs.</li></ul><p><br></p><ul><li>Prepares annual property maintenance budget and implement a management system that ensures expenditure remains within budget.</li></ul><p><br></p><ul><li>Ensures that maintenance standards maximize the cost effective life span of all buildings.</li></ul><p><br></p><ul><li>Define and submit proposals for infrastructure development, inclusive of refurbishment and new buildings.</li></ul><p><br></p><ul><li>Ensure all property services projects are managed according to industry best practices and standards.</li></ul><p><br></p><ul><li>Prepare annual contracts for outsourced services and put in place a system of renewal of contracts on a timely basis.</li></ul><p><br></p><ul><li>Develops and maintain a close working relationship with budget holders and stakeholders throughout the region.</li></ul><p><br></p><ul><li>Prepares and/or reviews specifications, scope of works, bills of quantities, estimates, tender documents, bid requests etc. for all infrastructural works within the SWRHA.</li></ul><p><br></p><ul><li>Provides monthly reports to the Chief Operations Officer on all works in progress, the targets and the accounts.</li></ul><p><br></p><ul><li>Participates in divisional meetings.</li></ul><p><br></p><ul><li>Provides an annual appraisal of contractors performance.</li></ul><p><br></p><ul><li>Maintains an up-to-date contractors database.</li></ul><p><br></p><ul><li>Conducts annual performance appraisal for all subordinate staff.</li></ul><p><br></p><ul><li>Sources quotations for related services consistent with SWRHA procurement policies and procedures.</li></ul><p><br></p><ul><li>Maintains relationships with contractors to ensure their technical and response capabilities.</li></ul><p><br></p><ul><li>Monitors provision of service against Term of Reference and prepare contractors completion certificate.</li></ul><p><br></p><ul><li>Maintains a productive relationship with the recognized Trade Unions.</li></ul><p><br></p><ul><li>Ability to perform duties according to assigned rosters or plans that can be formulated in times of authorized service exigencies.</li></ul><p><br></p><ul><li>Ability to use the relevant computer applications related to job functions.</li></ul><p><br></p><ul><li>Performs related duties as assigned.</li></ul>
Key Competencies
<ul><li>B.Sc. in Civil Engineering from an accredited institution.</li></ul><p><br></p><ul><li>A minimum of eight (8) years experience in construction and facilities management, three (3) of which must be at a managerial/supervisory level.</li></ul><p><br></p><ul><li>Project Management Certification. </li></ul><p><br></p>
