Job Description
The incumbent is required to provide strategic and advisory technical support to the Office <div>of the Chief Secretary (OCS) and will be required to serve as the interface between the Chief Administrator and the Director of Finance. Key responsibilities include ensuring that all procedures of a financial accounting nature and all rules and regulations governing the same are adhered to, preparing monthly expenditure and management reports and analysis that will enable sound decision making, and assessing the impact of new activities/projects on originally planned activities and budget. </div><div><br></div>
Key and Critical Responsibilities
<b>Risk Management /Auditing </b><div> Develops and implements sound systems of internal control to minimize the incidences of fraud and error within the Office of the Chief Secretary and by extension the Tobago House of Assembly's accounting processes. </div><div> Develops and implements systems that would bring about improvement and efficiency in the Tobago House of Assembly's accounting processes. </div><div> Ensures that all procedures of a financial/accounting nature and all rules and regulations governing the same are adhered to, </div><div> Prepares the response to the Auditor General's Management Letter in a timely manner and assist in providing support to any activity relating to the External Audit of the Division and the Tobago House of Assembly, </div><div> Addresses Audit Queries.</div><div><br></div><div> </div><div><b>Strategic Management </b></div><div> Prepares the annual draft estimates of expenditure, budget recommendations and monitor expenditure within the Office of the Chief Secretary. </div><div> Analyzes departmental budget submissions and reflect percentage portfolio requirements in a revised budget, post parliamentary allocation. </div><div> Prepares monthly expenditure and management reports and analysis that will enable sound decision making.</div><div> Evaluates the impact of budget refinements from the Ministry of Finance and the Division of Finance, Tobago House of Assembly and presents revised budget. </div><div> Assesses the impact of new activities/projects on originally planned activities and budget. </div><div> Performs year-end review of the accounts and oversee the accurate and timely preparation of the Division's annual financial statement. </div><div> Recommends strategies that will enable and assist in the implementation of the Division's objectives, </div><div> Participates in the development and formulation of the Tobago House of Assembly's public financial management systems. </div><div> Performs any other tasks deemed relevant. </div><div><br></div><div><b>Knowledge, Skills and Abilities</b></div><div> Extensive Knowledge of the Exchequer and Audit Ordinance and Government Financial Regulations and Instructions. </div><div> Extensive knowledge of accounting systems, methods and procedures of Government Financial Administration. </div><div> Extensive knowledge of the principles and techniques of accounting. </div><div> Extensive knowledge of the Tobago House of Assembly Act. </div><div> Proficiency in the use of Excel and other Accounting </div><div> Software. </div><div> Good report writing skills. </div><div> Strong influencing skills and professional credibility. </div><div> High level of confidence and interpersonal skills. </div><div> Good oral and written communication skills. </div><div> Ability to effectively manage and supervise a team</div><div> </div><div><br></div><div> </div>
Key Competencies
Minimum of eight (8) years' performing duties in the areas of Financial or Management <div>Accounting including a minimum of four (4) years managerial/supervisory level experience. </div><div> Training as evidenced by the possession of a recognized University Degree in Financial or Management Accounting and post graduate CIMA, ACCA or CMA. </div><div><br></div><div> </div>
