Job Description
<div style="text-align: justify; ">The Senior Investigator is responsible for leading and conducting objective, fair, thorough, unbiased,&nbsp;<span style="letter-spacing: 0.4px;">unhindered and timely investigations into allegations related to fraud, corruption, and other malpractices in the&nbsp;</span><span style="letter-spacing: 0.4px;">procurement and disposals by public bodies to facilitate compliance with the Public Procurement and Disposal&nbsp;</span><span style="letter-spacing: 0.4px;">of Public Property Act. Duties include executing investigations, drafting and reviewing manuals, policies and&nbsp;</span><span style="letter-spacing: 0.4px;">guidelines and preparing various reports. The Senior Investigator is also responsible for providing&nbsp;</span><span style="letter-spacing: 0.4px;">procurement and disposal support and advice in investigations.</span></div>
Key and Critical Responsibilities
<div><b>Executes or leads investigations</b></div><ul><li> Undertakes, or leads investigations of public bodies into any alleged&nbsp;<span style="letter-spacing: 0.4px;">or suspected breach of the Public Procurement (PP) and Disposal of&nbsp;</span><span style="letter-spacing: 0.4px;">Public Property (DPP) Act, allegations of fraud and corruption.</span></li><li> Plans investigation based on investigation objectives, scope, criteria,&nbsp;<span style="letter-spacing: 0.4px;">methodology, staff and budget requirements to accomplish the&nbsp;</span><span style="letter-spacing: 0.4px;">assignment.</span></li><li> Develops investigation plans inclusive of the relevant material such as&nbsp;<span style="letter-spacing: 0.4px;">interview sheets, and list of requirements.</span></li><li> Conducts sensitive and complex interviews, investigations, and field&nbsp;<span style="letter-spacing: 0.4px;">work by controlling evidence and data collection and reviewing&nbsp;</span><span style="letter-spacing: 0.4px;">documents and information gathered in the course of an investigation.</span></li><li> Ensures investigation objectives are achieved, evidence is secured&nbsp;<span style="letter-spacing: 0.4px;">and collected information supports findings, conclusions and&nbsp;</span><span style="letter-spacing: 0.4px;">recommendations of the investigations.</span></li><li> Investigates whistle-blowing allegations on fraud, corruption, breaches&nbsp;<span style="letter-spacing: 0.4px;">of the act and malpractices.</span></li><li> Reviews source documents, conducts staff interviews and observes&nbsp;<span style="letter-spacing: 0.4px;">processes.</span></li><li> Assesses the execution of the public entities controls outlined in its&nbsp;<span style="letter-spacing: 0.4px;">policies and procedures handbook and guidelines with the aim of&nbsp;</span><span style="letter-spacing: 0.4px;">identifying gaps.</span></li><li> Monitors and reviews compliance of public bodies to policies and&nbsp;<span style="letter-spacing: 0.4px;">procedures handbooks and guidelines as well as the PP and DPP Act&nbsp;</span><span style="letter-spacing: 0.4px;">by reviewing source documents and observing operating practices.</span></li><li><span style="letter-spacing: 0.4px;"> Prepares reports on investigative findings to inform the relevant&nbsp;</span><span style="letter-spacing: 0.4px;">stakeholders the result of the investigation.</span></li></ul><div><span style="letter-spacing: 0.4px;"><br></span></div><div><span style="letter-spacing: 0.4px;">Full Job Description can be viewed at:&nbsp;</span><a href="https://oprtt.org/careers/" style="letter-spacing: 0.4px;">Vacancies - The Office of Procurement Regulation</a></div>
