Job Description
The incumbent is responsible providing technical assistance for the development, management and evaluation of youth programmes and policies in administrative districts of the Youth Affairs Division. The employee will exercise a considerable degree of initiative and independent judgement within the framework of the policies established by the Youth Affairs Division and his/her work is reviewed for effectiveness by a superior through visits, meetings, reports and discussions. 
Key and Critical Responsibilities
Assists with the development, management and evaluation of youth development programmes and policies in assigned administrative districts. <div> Supervises subordinate technical employees. </div><div> Liaises with youth-led and youth-serving organizations as well as other youth stakeholders to promote the youth agendas guided by the National Youth Policy. </div><div> Administration of the Youth Affairs Divisions programme. </div><div> Promotes youth development through youth main streaming. </div><div> Co-ordinates, monitors and reports on youth development activities in assigned administrative district. </div><div> Prepares statistical reports on various aspects of youth development work in assigned administrative district. </div><div> Conducts meetings to plan and review the work of subordinates; provides coaching and advises and assesses work of staff to ensure conformity with departmental policies and procedures. </div><div> Organizes and co-ordinates institutional strengthening and capacity building training programmes for youth-led and youth-serving organizations. </div><div> Promotes and encourages networking, collaboration and partnership amongst youth stakeholders. </div><div> Encourages evidence-based approach to programme development. </div><div> Prepares proposals and project documents for youth intervention projects and programmes. </div><div> Provides guidance on the preparation of annual work programmes for designated administrative district. </div><div> Interviews and assesses applicants for the Youth Development and Apprenticeship Programme as well as the Youth Facilities Programmes or any other programme endorsed by the Ministry. </div><div> Provides technical support and advice for the establishment and maintenance of youth platforms that promote youth voice and participation. </div><div> Develops broad community plans and strategies that address the recreational, social and emotional needs of youth. </div><div> Highlights relevant issues regarding the needs of young people. </div><div> Performs any other related duties as required by Supervisor or any other senior officer in order to contribute to the effectiveness and efficiency of the Division. </div><div><br></div>

<p><b><u>KNOWLEDGE</u></b></p><p> Considerable knowledge of youth development practice, methods and techniques. </p><p> Knowledge of the concepts and techniques used in the development and formulation of programmes and policies.</p><p> </p><p><u style=""><b>SKILLS AND ABILITIES</b></u></p><p> Good interpersonal skills and ability to work effectively in a team. </p><p> Good listening skills and the ability to express ideas clearly, concisely and effectively; written and orally. </p><p> Ability to effectively motivate and manage support staff. </p><p> Ability to problem-solve and initiate actions in difficult circumstances in a timely manner. </p><p> Ability to interact effectively with and inspire confidence and pride in youth. </p><p> Ability to effectively plan, execute and evaluate youth programmes and projects.&nbsp;</p><p><b><u>MINIMUM EXPERIENCE AND TRAINING&nbsp;</u></b></p><p> Considerable (4 to 8 years) experience in youth and/or community work. </p><p> Experience (18 months to 4 years) developing youth programmes and policies. </p><p> Experience (18 months to 4 years) working at a supervisory level. </p><p> Training as evidenced by a Bachelors Degree in Youth Work, Social Work, Behavioural Science or a related field from a recognized institution. </p><p> Any equivalent combination of experience and training.</p>
