Job Description
<p><b>ONE (1) YEAR CONTRACT</b></p><p>An employee in this class maintains records of accounts in a small administrative unit or supervises a limited fiscal or accounting function within an Accounting Unit. Work normally follows established procedures, with the employee having little responsibility for developing methods or procedures. The employee performs routine day-to-day functions with minimal supervision, but problems involving policy matters or significant irregularities are referred to a superior for advice. Duties require the application of accounting knowledge and skills in solving work problems. Supervision is received from a superior officer through review of completed work or periodic checks as assignments progress.</p>
Key and Critical Responsibilities
Supervises a small office unit engaged in the review, posting, and processing of fiscal transactions.<div><br></div><div>Posts accounting data to general ledger accounts from posting media; reports; takes trial balances and prepares financial reports.</div><div><br></div><div>Maintains expenditure and budgetary control accounts and prepares necessary reports relating to account status.</div><div><br></div><div>Analyzes forms, correspondence, audit reports, and other records for completeness and accuracy to determine sufficiency of information and compliance with prescribed regulations.</div><div><br></div><div>Checks votes on application for releases to ascertain balances; reconciles lists or cheques with releases.</div><div><br></div><div>Makes continuous inspections of control systems for the development programmes and extraordinary work.</div><div><br></div><div>Performs related work as required.</div><div><br></div><div><b>KNOWLEDGE, SKILLS AND ABILITIES</b></div><div>Knowledge of office methods.</div><div>Some knowledge of the Exchequer and Audit Ordinance and Financial Regulations and Instructions.</div><div>Knowledge of basic organisation, functions and policies of the Department as related to accounting needs.</div><div>Some knowledge of accounting principles.</div><div><br></div><div>Ability to apply and adapt established methods in accounting transactions. </div><div>Ability to perform detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately. </div><div>Ability to prepare complete and accurate accounting reports and statements. Ability to supervise the work of a small group of employees engaged in bookkeeping or related office routines. </div><div>Ability to establish and maintain effective working relationships with other employees and the public.</div><div><br></div>
Key Competencies
Minimum of 18 months to 4 years of experience performing accounting, auditing or financial management duties.<div><br></div><div>Training in Government Accounting, Financial Management, Financial Reporting Standards, or the use of computerized financial management systems would be an asset.</div>
